Introduction

The Office of the State Treasurer exists to provide and ensure effective financial management of public resources, high standards of professionalism and integrity, and expanding opportunity for State of Connecticut residents and businesses. We are accepting applications for the position of Communications Manager.  This is an unclassified position, and is appointed in accordance with Section 3-13a of the Connecticut General Statues (CGS).  The position is full-time (40 hours per week), with a Monday - Friday schedule.

Under the leadership of Connecticut’s State Treasurer Shawn T. Wooden, the Office of the Treasurer (OTT) is dedicated to safeguarding the state’s financial resources and taxpayers’ dollars, while maximizing returns and minimizing risks and operating at the highest professional and ethical standards. Through investments and disbursements, the office continues to enhance the state’s fiscal stability, financial literacy, college savings, and its approach to leveraging business partnerships to combat social issues such as gun violence, climate change, and equal opportunity in economic growth. 
 
The Role  
 
The incumbent in this position will work under the supervision of the communications Director to design​, develop, and implement an engaging, comprehensive and integrated internal and external communications program. ​This role will be best suited for a highly creative and qualified individual who is comfortable working in a fast-paced environment and has the ability to generate content reliably and quickly.
 
Essential Job Functions of this position includes:

  • Works with the communications director to support the daily functions of the office in support of a dynamic communications plan, which includes but is not limited to drafting remarks, media advisories, press releases, and news monitoring and managing day to day relationships with the media.
  • Develops, designs and produces a variety of creative print, social media, and web projects that result in high quality, message-consistent digital content and creates engagement and discussion.
  • Creates visual content that is part of the overall communications strategy to provide timely, clear, and consistent messaging and information on behalf of the OTT.
  • Oversees daily management of OTT’s social media and web presence, in addition to building social media profiles and expanding a digital presence.
  • Creates and curates digital media content across all channels, including the official website, leveraging social media management tools such as Tweetdeck and Hootsuite and producing compelling video stories to engage audiences.
  • Identify emerging digital trends and offer recommendations for effective applications.
  • Measure and analyze performance of digital assets, preparing analytics for regular progress reports.
  • Maintain continual awareness of breaking news, legislative issues and public policy, and other issues that would require timely reactive and proactive social media engagement.
  • Conceptualize and create graphic content including infographics and multimedia content.
  • Help create design guidelines regarding branding, logos, color schematics and other creative aspects to ensure consistency across all platforms.
  • Provide second level support for web applications and timely posting of web content as needed.
  • Take an active role in all stages of web development including concept, design, building, testing and release.

PURPOSE OF JOB CLASS (NATURE OF WORK)

Acts as an executive assistant to a state elective officer or department head as defined in Section 4-5 of the Connecticut General Statutes and performs such duties as are assigned.

KNOWLEDGE, SKILL AND ABILITY

  • Communication skills -- Highest-level writing and verbal communication skills with the ability to deliver clear, concise and accurate messaging with​ the demonstrated ability to write on a wide variety of topics and to adapt style for a range of audiences, using correct grammar, punctuation, spelling, and formatting​. Strong proofreading and editing experience. Understanding of print, broadcast, and online media.
  • Technology skills -- Must have extensive experience with major social media platforms, photography, video editing, and graphic design
  • Interpersonal skills --Ability to work cooperatively and courteously with colleagues, press, community members, and advocates

PREFERRED QUALIFICATIONS

The communications manager works under the supervision of the communications director to design​, develop, and implement an engaging, comprehensive and integrated internal and external communications program. ​This role will be best suited for a highly creative and qualified individual who is comfortable working in a fast-paced environment and has the ability to generate content reliably and quickly.    

Preference will be given to applicants with the following experience and training:  

  • Bachelor’s degree or an equivalent experience in communications, public relations, journalism, graphic design, web development, integrated business marketing, digital media or related field is required.
  • Must have the ability to work long and often unpredictable hours, including some weekends and late nights. 
  • Minimum of 3-5 years of practical experience in graphic design, multimedia development, and website development with a portfolio highlighting work and design.
  • Proficiency in the Adobe Creative Suite (Photoshop, Illustrator and InDesign).
  • Design skills including HTML, CSS, and JavaScript frameworks are preferred.
