Introduction

   

The Lamont-Bysiewicz Administration is seeking a dynamic and collaborative individual to serve as Commissioner of Public Health (DPH) for the State of Connecticut. This position is located in Hartford, CT, easily accessible to all major highways.

DPH Overview

With an annual budget over $300 million and approximately 700 employees, we are the lead agency in protection of the public’s health in the State of Connecticut, and in providing health information, policy and advocacy. In 2019, Connecticut was ranked the 4th healthiest states in the United States by the United Health Foundation’s ‘Americas Health Rankings’, which is based on 35 measures of health, over 25 additional measures focused on current and emerging issues, 5 categories (behaviors, community & environment, policy, clinical care and health outcomes) of health, and 19 data sources.

We are the center of a comprehensive network of public health services, and in partnership with local health departments, provide:

  • Coordination and access to federal initiatives, training and certification.
  • Technical assistance and oversight.
  • Specialty public health services that are not available at the local level.
We are a source of up-to-date health information and analytics for the Governor, the General Assembly, the federal government and local communities. This information is used to monitor the health status of Connecticut’s residents, set health priorities and evaluate the effectiveness of health initiatives. DPH is organized as follows:

  • Affirmative Action Office is responsible for ensuring that the department guarantees equal opportunity for all individuals.
  • Office of General Counsel is responsible for overseeing legal activities and providing legal support to the agency. 
  • Communications serves the agency and its stakeholders coordinating and producing public information, freedom of information requests, media and community relations, and marketing communications.
  • Government Relations provides legislative and regulatory information, tracking, and referral activities. It ensures implementation of approved legislation, coordinates development of agency regulations, and maintains the Public Health Code.
  • Public Health Systems Improvement works to improve the efficiency and effectiveness of public health programs and services and administers the Office of Health Equity.
  • Healthcare Quality & Safety Branch ensures a competent health care workforce, provides regulatory oversight of health care facilities and services, and administers and enforces emergency medical services.
  • Health Statistics and Surveillance Section maintains statewide vital records and tumor registries, and analyzes and interprets health information.
  • Infectious Disease Section collects data to assess infectious disease and associated risk factors, identifies and responds to emerging infections, and conducts outbreak investigations and surveillance.
  • Community, Family Health and Prevention Section works to improve health across the lifespan by establishing opportunities that support healthy living habits through education, early detection, access to care, chronic disease prevention and management, and injury prevention.
  • Drinking Water Section is responsible for the administration and implementation of the state and federal public health focused drinking water laws and regulations, providing technical assistance, education, and regulatory enforcement to the state’s public drinking water systems.
  • Environmental Health Section is responsible for providing technical assistance and enforcement of regulation around: Asbestos; Environmental and Occupational Health Assessment; Environmental Engineering; Environmental Practitioner Licensing; Food Protection; Healthy Homes; Lead Poisoning Prevention and Control; Private Wells; Radon; and Recreation.
  • Operational and Support Services Branch assures that administrative functions (fiscal, contracts and grants management, human resources, and information technology) that support program operations are coordinated and accomplished in an effective and efficient manner. Responsibilities also include administration of Public Health Preparedness and Response and Local Health.
  • Public Health Laboratory analyzes clinical specimens and environmental samples submitted by federal and state agencies, local health departments, clinical laboratories, health care providers, and water utilities.

Administers and directs the activities of the Department of Public Health.

Key Responsibilities

The Commissioner is responsible for overseeing and managing the Department of Public Health. The Commissioner will provide leadership and assume accountability for the overall strategic, financial, operational planning, and high-impact and quality outcomes consistent with the goals and objectives of the State of Connecticut.   

The Commissioner is responsible for leading a dynamic and innovative organization across health promotion programs; research, data, and analytics; health policy and advocacy; communications, outreach, and activism; and more.  

The Commissioner will utilize numerous approaches to achieve these initiatives, including: facilitating public/private partnerships; coordinating and collaborating with community partners; supporting improved access to preventive and primary care services; educating the public concerning the importance of health promotion and protection policies and programs; and advising the Governor’s office on public health policy issues.

  • Stakeholder Management - effectively engages and establishes strong working relationships built on confidence, trust and respect, and appropriately representing DPH.
  • Strategic Planning - visionary planning by staying current on healthcare and health promotion industry and emerging trends as well as policy changes on the local and national level, and their particular impacts within the State of Connecticut. Collaborates across stakeholders to develop short-term and long-term strategic plans for DPH and its services. Ensures the strategic plan is communicated both internally and externally, and effectively delegates key activities to ensure timely implementation of the plan.
  • Financial Management - responsible for achieving and maintaining strong financial health of DPH and providing guidance and determining priorities in the preparation of annual budgets. Lead efforts to identify cost savings initiatives with an integrated system as well as revenue-generating opportunities.
  • Health Promotion Delivery - directs efforts to ensure that policies, practices, and programs are focused on safety, soundness, and sustainability parameters, and that the delivery of the services are high-quality, operationally efficient, and constituent oriented.
  • Human Capital Management - responsible for overseeing strong and diverse workforce development through recruitment and retention, employee satisfaction and engagement, maximizing growth potential for employees and strong succession planning.
  • Compliance & Governance - ensures DPH is in compliance with risk management standards set forth by the Governor.

PREFERRED QUALIFICATIONS

  • Minimum of 5 years of experience in an executive or senior management role within public health promotion.
  • Proven leadership and management experience, including managing a large team (over 300), a multi-million dollar annual budget (over $75 million), and multiple programs concurrently.
  • Excellent program development skills, with proven success in instituting public health initiatives that drive improved metrics and/or results.
  • Experience working at the Federal and/or State level on health promotion initiatives.
  • Demonstrated ability to bring creative and innovative solutions.

SPECIAL REQUIREMENTS

The Commissioner of Public Health shall either (1) be a physician, graduated by an acceptable medical college, recognized by one of the medical examining boards of this state, experienced in actual practice of his/her profession, skilled in sanitary science and experienced in public health administration and shall have a minimum of one year of university graduate instruction in public health administration as evidenced by a certificate of graduation or a degree in public health, or (2) hold a graduate degree in public health.
