Introduction

            

The State of Connecticut, Department of Emergency Services and Public Protection is recruiting for a Department of Emergency Services and Public Protection Project Manager located in the Operations, Exercise & Training Administration Unit within the Emergency Management Homeland Security Division in Middletown, CT.  This is a full-time, 40 hours per week position, Monday-Friday schedule, however, this position will require your assistance at the Division of Emergency Management and Homeland Security, Emergency Operations Center (EOC) on an “as need basis” due to the nature of the emergency services provided in this Division.

This position is responsible for overseeing emergency management operations at the five (5) DEMHS Regional Offices (Bridgeport, Colchester, Hartford, Middletown & Waterbury) as well as at the State Emergency Operations Center.  This individual in this position also manages and coordinates the state emergency management and homeland security training and exercise programs.  This position provides critical operations, training and exercise management under the State’s Emergency Management and Homeland Security Program.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Emergency Services and Public Protection, Division of Emergency Management and Homeland Security, this class is accountable for managing various programs and projects which support the purpose and mission of this department.

EXAMPLES OF DUTIES

Directs staff and operations of various agency functional units as it relates to programs or projects including training and exercises, emergency management and homeland security regional offices and division operations; coordinates, plans and manages activities related to programs and projects, formulates program and project goals and objectives; assists and coordinates activities associated with the Emergency Management and Homeland Security Advisory Council, assists and coordinates operations including emergencies and/or activations of the State Emergency Operations Center; develops or assists in development of related policy; interprets and administers pertinent laws; may evaluate staff; prepares or assists in preparing unit programs or project budget; maintains contacts with individuals both within and outside of the unit who might impact program or project activities; prepares reports and maintains required documents; makes presentations before various groups regarding emergency management; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of and ability to apply relevant state and federal laws, statutes and regulations; knowledge of methods and techniques of project planning and management; knowledge of emergency management methods and practices; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years professional experience in emergency management, including planning, training and operations.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in emergency preparedness/homeland security, planning, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Management capabilities, including ability to communicate up and down the chain of command and with local, state, federal, and private sector partners; demonstrate significant “people” skills.       
  • Ability to represent DEMHS at high level and/or high profile meetings and large and small group speaking events.    
  • Ability to manage/coordinate emergency response  on a 24/7 basis to emergency events across the state. 
  • Ability to operate as Multi Agency Coordinator, overseeing and/or running emergency management operations at the five DEMHS regional offices as well as at the State Emergency Operations Center.  
  • Ability to supervise multiple units; assist or direct in assisting staff and operational aspects of DEMHS units including, but not limited to: Operations, Training and Exercise, Field Support/Emergency Communications and Radiological Emergency Preparedness. 
  • Ability to build, manage and coordinate the state emergency management and homeland security training and exercise programs.
  • Ability to maintain and sustain federal grant funding, by coordinating operations, training, and exercise requirements associated with such federal programs as the Emergency Management Performance Grant and the Homeland Security Grant Program, as well as non-government funding programs such as the Nuclear Safety Emergency Preparedness Program.                                               

SPECIAL REQUIREMENTS

1. Incumbents in this class must possess and retain a valid Motor Vehicle Operator's license.
2. On-Call status is required.
3. Incumbents in this class must obtain a Department of Homeland Security Secret Security clearance.
4. Incumbents in this class may be required to travel.
5 Emergency management drills and actual emergencies may require work outside of normal hours.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate will be made by the Federal Emergency Management Agency (FEMA) and/or the Connecticut Department of Emergency Services and Public Protection before candidate is certified for appointment.
