The Collections Unit has a current opening and future anticipated openings for a Connecticut Careers Trainee (CCT) with a target class of Revenue Agent 1 . This recruitment will be used to develop a POOL of candidates to be hired as vacancies occur. These positions will be located in Hartford, and are full time, 40 hours per week, Monday through Friday.

The Collection Unit is responsible for the collection of delinquent taxes and un-filed returns, in addition to the management of accounts receivable. They determine tax payer’s ability to pay; establish and monitor payment plans; try to resolve collections accounts to prevent enforcement action; placement of liens, referral for tax warrants; and locating tax debtors and their assets.

The Role:
The CCT/CT Careers Trainee is a training program targeted to college graduates to provide a one-year training program to develop the vital tools to work in the professional field of Revenue Agents.  You will receive the training in introductory governmental work for development of skills and knowledge in field of public administration in order to qualify for advancement into agency professional positions. You will perform a variety of increasingly difficult duties as skills are acquired during the course the of training period. This position is heavy interaction with customers to correct tax returns. It requires a large volume of phone calls daily. 

After you successfully complete your training program, as a Revenue Agent 1, you will perform a variety of duties to include:  Verifies the accuracy of tax return data for proper entry into financial data systems; reviews computer edit and update printouts, audit assessments, and/or taxpayer account data to identify and resolve correction problems and to properly adjust and update accounts; researches original and amended returns to determine if taxpayer is in violation of any tax statute, regulation or department policy; interprets schedules of income and expense and verifies that exemptions, deductions and/or credits claimed by taxpayer are valid; prepares work papers supporting all adjustments made to financial data systems; and more.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

In a department or institution receives training in introductory governmental work for development of skills and knowledge in field of public administration in order to qualify for advancement into agency professional positions; performs a variety of increasingly difficult duties as skills are acquired during course of training period; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Oral and written communication skills; ability to acquire knowledge and skills required for the target classification; ability to understand, evaluate and solve problems by exercising judgement and logic; ability to read, interpret and understand written material; ability to perform basic arithmetical computations; ability to interpret charts, graphs and tables; learning and reasoning ability; ability to establish and maintain cooperative relations with superiors, associates and general public; ability to utilize computer software.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree.

NOTE:

  1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.
  2. Candidates cannot be appointed until all degree requirements are complete.

PREFERRED QUALIFICATIONS

  • Ability to perform mathematical computations and analysis;
  • Experience and proficiency using new technology and various computer software programs including Excel and Microsoft Word;
  • Experience communicating to multiple diverse populations and skill levels through course work, work experience, or volunteer work;
  • Ability to read, interpret, and understand tax laws;
  • Experience using qualitative and quantitative research methods and making determinations from data through work experience, course work or volunteer work.
