Introduction


The State of Connecticut, Department of Social Services (DSS), located at 55 Farmington Avenue, Hartford, CT is recruiting for a Supervising Accountant to work in the Financial Services Division. This is a full-time (40 hours per week M-F) position. The primary focus of this position will be to ensure that the Department of Social Services is in compliance with state and federal regulations, rules, policies, and procedures related to federal financial participation under the Medicaid and other federal programs.

This position will assist in risk minimization activities that will preserve federal revenue and ensure compliance with state and federal regulations. Specifically this would involve, but not be limited to, the following activities:
  • Working to develop a set of criteria for assessment of risk and prioritization of issues for resolution
  • Resolving current FFP issues working in collaboration with internal and external partners while working to identify potential future issues that could impact FFP; 
  • Facilitating decision-making to select the best options for modified practices, policies, payment methods or processes for Medicaid services both within the Department and across multiple state agencies to decrease future risk of FFP deferrals, disallowances or recoupments
  • Developing processes to track and maintain the new standardized practices for establishing rate levels, rate methodologies, billing, or claiming FFP for Medicaid services across the various internal and external departments administering services funded in whole or in part by Medicaid.
Additionally, this position will oversee and coordinate the accounts receivable and collections process as well as the Department’s drawdowns against letters of credit. For accounts receivable and collections this will include working with the Department of Administrative Services to enhance the interdepartmental reporting of collections efforts undertaken by DAS. For federal drawdowns this will include ensuring adherence to state and federal accounting standards specifically for federal programs subject to the Federal Cash Management Improvement Act of 1990(CMIA). CMIA covered programs must be in compliance with the funding technique outlined in the agreement to avoid payment of interest to the Federal Government.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for supervising an accounting unit or function.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit accounting procedures including EDP procedures; develops or make recommendations on development of policies and standards; consults with superiors on accounting and fiscal matters; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; directs review and verification of complex financial documents, reports and statements; uses statistical data in evaluating cost benefit relationships; directs review and verification of posting to appropriate ledgers and subsidiary accounts and reconciliation of accounts and records; may direct analysis and preparation of budget requests; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of professional accounting principles and practices; considerable knowledge of governmental accounting and budgeting; knowledge of and ability to apply relevant state and federal laws, statutes and regulations; considerable interpersonal skills; oral and written communication skills; considerable ability to evaluate and analyze accounting forms, methods and procedures and cost data; considerable ability to devise and install accounting procedures and systems; ability to evaluate and analyze accounting methods, procedures and data; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in accounting or auditing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been performing the most complex accounting functions OR acting in a lead or consultative capacity at the level of Associate Accountant or Associate Accounts Examiner.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in Accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree
2. A Master's degree in accounting may be substituted for one (1) additional year of the General Experience.
3. Certification in any of the following may be substituted for one (1) additional year of the General Experience: Certified Public Accountant, Certified Internal Auditor

PREFERRED QUALIFICATIONS

  • Experience with internal auditing and compliance audit programs 
  • Experience evaluating policies and procedures to ensure they are in compliance with established state and federal regulations
  • Experience interpreting state and federal statutes and regulations;
  • Experience identifying, documenting, and analyzing potential risks in order to avoid compliance issues 
  • Experience developing and implementing plans to address compliance issues and risks;
  • Decision making and problem solving-ability to identify and understand issues, problems and opportunities
  • Ability to communicate the impact of audit findings to upper management and all stakeholders
  • Attention to detail and strong communication skills
  • Analytical and decision-making skills 
  • The ability to work both individually and in teams
  • The ability to review and develop agency responses to audits performed by Auditor of Public Accounts and federal agencies as they relate to the Medicaid program                                               
Accounting Degree is preferred
Prior Audit experience preferred
