Introduction


The State of Connecticut Department of Social Services (DSS) is recruiting for a Health Management Administrator.  This is a leadership position within the management team of DSS’ Division of Health Services (DHS) that reports to the director of Connecticut’s HUSKY Health (Medicaid and Children’s Health Insurance Program) and serves as the medical director for Connecticut’s HUSKY Health program.  This position is critical to the mission, reform agenda and operations of DSS and DHS, in its administration of HUSKY Health, the federal Money Follows the Person grant, and associated care delivery and value-based payment (VBP) reforms, which collectively support over 840,000 Connecticut residents.  This is a full-time, 40 hour per week position.

For the above referenced programs, the Health Management Administrator is responsible for:
L
eading clinical oversight functions;
  • Development and evolution of, as well as analysis and identification of interventions associated with, the HUSKY Health quality management plan;
  • Overseeing efforts to track, trend, evaluate and report on program data;
  • Overseeing development and implementation of medical policy and clinical guidelines, including utilization management strategies; and
  • Design, implementation and oversight of care delivery initiatives and value-based purchasing (VBP) contracts with providers
The position 1) supervises planning, day-to-day operations and management of the staff of the Medical Policy Unit and Clinical Consultation Team; 2) provides clinical advice and support to management staff who oversee DSS’ contracts with medical and behavioral Administrative Services Organizations (ASOs) and DSS’ contract for management of pharmacy; and 3) leads clinical rounds with staff of the Integrated Care and Community Options Units.  This position represents the division in diverse activities, both nationally (e.g. Medicaid Medical Directors Association) and statewide (e.g. Medical Assistance Program Oversight Council), and regularly participates in meetings of various health policy and oversight councils.

PURPOSE OF JOB CLASS (NATURE OF WORK)

DEPARTMENT OF CHILDREN AND FAMILIES: this class is accountable for administering health, behavioral health and substance abuse programs for children under supervision, care or custody of the department.
DEPARTMENT OF CORRECTIONS, HEALTH SERVICES DIVISION: this class is accountable for administering regional and community based health programs for inmates throughout the agency.
DEPARTMENT OF SOCIAL SERVICES: this class is accountable for administering health programs or behavioral health programs for clients served by department or clients served by other departments under memoranda of agreement.

EXAMPLES OF DUTIES

Administers staff and operations of division and/or program; develops, implements and evaluates division/program policies, goals and objectives; designs and develops division/program activities; oversees and monitors program implementation; determines appropriate staffing levels; designs and implements training programs and performance review standards for division/program staff; collects and disseminates data and other information to promote and manage healthcare quality and access; maintains contacts with individuals within and outside of division who might impact on policy or program activities; represents department at meetings and conferences of officials, professionals and lay groups; plans research activities including monitoring, evaluation and accountability procedures; prepares and recommends proposals for securing grant funds; assists with preparation of agency budget; may assume responsibility of division in absence of Deputy Commissioner; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of various public health systems and programs; considerable knowledge of one or more of the following programs: maternal and child health, handicapped children, social work, oral health, nutrition, veterans health or human services, behavioral health or substance abuse; considerable knowledge of medical care for abused, neglected or individuals with intellectual disability and/or other underserved groups; knowledge of public health education principles and practices; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years of experience in a managerial capacity in a health care organization/division related to agency's service population.

Note: Managerial capacity is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies and developing and/or monitoring a budget.

DEPARTMENT OF CHILDREN AND FAMILIES: the General Experience is interpreted as two (2) years of experience at the level of Children and Families Program Director.

PREFERRED QUALIFICATIONS

  • Connecticut licensure as a physician.
  • Commitment to improving the health and well-being of people served by DSS programs.
  • Knowledge of, experience with and training in Medicaid and the Children’s Health Insurance Plan (CHIP) and direct experience as a medical director or providing clinical service to Medicaid and CHIP members.
  • Interest and knowledge in clinical best practice as it pertains to supporting Medicaid and CHIP members.
  • Expertise and experience in designing and implementing integrated care delivery and value-based payment contracting.
  • Experience in leading dynamic teams.
  • Experience and skill in liaising with diverse stakeholders, including federal government agencies, policymakers, health providers and advocates.
  • Expertise in translating complex concepts into accessible messages.
  • Capacity to creatively and rapidly react to changing circumstances and to produce high quality deliverables within rapid time frames.

SPECIAL REQUIREMENTS

1. Incumbents in this class who are physicians, dentists or psychologists must be eligible to obtain a license to practice in Connecticut and must obtain one within six months of employment and retain it during the course of employment.
2. Incumbents in this class who are physicians may be required to be board certified in pediatrics, obstetrics/gynecology, internal medicine, family practice, child psychiatry, emergency medicine, preventive medicine or infectious disease practice.
3. Incumbents in this class may be required to travel.
4. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
