DOL's American Job Center(AJC) system is a partnership of organizations, working as a team, to promote a universal approach to providing effective workforce assistance to job seekers and businesses. This collaboration of state, regional and local organization is designed to provide a seamless delivery system of programs and services.

Veterans may receive reemployment services from trained staff at American Job Centers (AJCs) throughout the state, which include five comprehensive centers and several smaller, affiliate locations. Among the staff are representatives funded by the Jobs for Veterans State Grant (JVSG) program, which offers specialized services for veterans. The main mission of the Labor Veterans Services program is to assist veterans with significant barriers to employment in finding gainful employment as they transition from their military career or continue in their civilian career.  

DOL's AJC Hartford Office is currently seeking to fill a Connecticut Careers Trainee position with a target job class of Labor Department Veterans Employment Outreach Worker (VEOW). The VEOW acts as the Case Manager providing intensive services for disabled veterans working with both federal and state agencies to break down any barriers they may have in seeking employment.  The other important piece of the job is training and education, which is assisting veterans with VA GI BILL information and other DOL training programs by referral.

The normal working hours are from 0800 to 1630, Monday thru Friday.  In addition, this job will require you to work outside the office providing outreach, at times on military installations.  We provide Pre-Mobilization and De-Mobilization services for OEF/OIF (guard and reserve units), deploying or returning from the war zone.

Selection Plan

This position is non-competitive. Open to the public as noted below.

Pursuant to Title 38 U.S.C., incumbents appointed to this class must be a qualified veteran. Preference will be given first to qualified disabled veterans of the Vietnam era, then to other qualified disabled veterans, then to any other qualified veteran. Any employee who bumps a Labor Department Veterans Employment Outreach Worker must meet the eligibility requirements under Title 38.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

In a department or institution receives training in introductory governmental work for development of skills and knowledge in field of public administration in order to qualify for advancement into agency professional positions; performs a variety of increasingly difficult duties as skills are acquired during course of training period; performs related duties as required.

Target position duties include but are not limited to: 

Provides specialized services to veterans and other eligible persons;

Develops jobs and job training opportunities through contact with employers especially small and medium size private sector employers;

Develops apprenticeship and other on-the-job training positions for veterans through consultation with United States Department of Veterans Affairs;

Performs outreach activities to locate veterans through local veterans organizations, regional workforce boards and community based organizations;

Provides instruction and guidance to groups and organizations receiving federal funds for providing employment and training opportunities to Veterans;

Provides appropriate instruction to Department of Labor staff regarding responsibility to Veterans;

Consults and coordinates with other appropriate representatives of federal, state and local programs for purpose of developing linkages to promote employment opportunities to Veterans;

Develops programs in cooperation with appropriate Department of Veteran Affairs personnel, educational institutions and employers to ensure maximum assistance to disabled Veterans who have completed or are participating in a vocational rehabilitation program;

Refers Veterans to training, supportive services and educational programs as appropriate;

Secures and maintains current information regarding available employment and training opportunities using information technology;

Identifies and assists Veterans with barriers to employment such as job retention or readjustment problems utilizing case management techniques;

Assists in identifying and acquiring prosthetic and sensory aids and devices needed to enhance the employment opportunities and/or employability of Veterans and other eligible persons;

Provides information on programs, procedures, policies, laws and regulations as appropriate;

Performs related duties as required.

OUTSTATION LOCATION: May work with veterans and employees at United States Department of Veterans Affairs to address barriers to employment and training needs identified during intake through established case management techniques; may initiate vocational testing and tabulate results as appropriate; may provide vocational guidance and maintain documentation in accordance with established policies and procedures.

KNOWLEDGE, SKILL AND ABILITY

Oral and written communication skills; ability to acquire knowledge and skills required for the target classification; ability to understand, evaluate and solve problems by exercising judgement and logic; ability to read, interpret and understand written material; ability to perform basic arithmetical computations; ability to interpret charts, graphs and tables; learning and reasoning ability; ability to establish and maintain cooperative relations with superiors, associates and general public; ability to utilize computer software.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree.

NOTE:

  1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.
  2. Candidates cannot be appointed until all degree requirements are complete.

PREFERRED QUALIFICATIONS

Experience providing social services to individuals or families in need or performing basic technical or complex clerical duties which would lead to the acquisition of the knowledge, skills and abilities outlined above.
