Introduction

The State of Connecticut Department of Administrative Services (DAS) Collections Division is currently accepting applications for the position of Reimbursement Team Leader.  In DAS-Collection Services Division, the Reimbursement Team Leader supervises a team of Reimbursement Analysts and Processing Technicians.  The Reimbursement Team leader oversees the day to day duties of the unit; schedules, assigns, oversees and reviews all case work and team workloads; handles the most complex cases; maintains unit procedures and provides staff training; coordinates with customers/agencies and runs electronic files and data extracts to compile information for various reports; acts as a liaison with other agencies as well as other operating units.

This is a full-time (40) hours per week position. The work schedule is Monday through Friday, located at 450 Columbus Boulevard, Hartford, CT.   Applicants must meet the Minimum Qualifications as listed on the job opening and must specify their qualifications on their application.

Selection Plan

In order to be considered for this job opening, you must be a current State of CT employee of the Department of Administrative Services, who has permanent state status*, and meet the Minimum Qualifications as listed on the job opening.  You must specify your qualifications on your application. 

*For employees in the classified service, permanent status is obtained after successful completion of a working test period.  For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services this class is accountable for supervising a work team to collect maximum revenues and achieve the highest levels of customer satisfaction.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews work of a fast paced, results driven business team; oversees day-to-day team activities to ensure customer objectives are met or exceeded with highest quality service; provides staff training and assistance; conducts or assists in conducting performance evaluations; reviews team workloads, determines priorities and plans team work to ensure all customer needs are met; ensures team success through motivation, support, training and feedback; establishes and maintains procedures; develops or makes recommendations on development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding policies and procedures; recommends and coordinates work and employee schedules to maximize staffing levels and employee skills; makes quick and difficult decisions; participates on business planning and performance review teams and responsible for measuring team performance against business plan; assists in identifying information technology and other solutions for work flow and productivity improvements; works closely with other teams to ensure success of business center and department; serves as a role model in such areas as attitude, employee and customer focus and commitment; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; knowledge of reimbursement practices and procedures; knowledge of and ability to utilize business principles and procedures within business plan and budgetary constraints; knowledge of and commitment to departmental vision and goals; knowledge of subject matter areas critical to successful team performance; considerable interpersonal skills; considerable oral and written communication skills; ability to lead a team through performance recognition, quality improvement, effective communication, coaching and training, performance assessment and mentorship; ability to anticipate and meet customer needs and demands; ability to recognize and develop opportunities for business growth; ability to utilize computer software; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in one of the following areas: insurance recovery claims, credit or loan recovery, reimbursement claims with a governmental agency.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (1)years for a Bachelor's degree.
2. A Master's degree in a related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The successful candidate will possess:

  • Experience in creating queries from Access data base;
  • Experience creating pivot tables in Excel;
  • Experience in mapping workflow for data system development;
  • 1 year experience in a supervisory role;
  • Experience with the Department of Social Services Impact and Eligibility Management Systems;
  • Experience with Connecticut Probate Court decedent estates cases.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to do field work.
2. Assignments in this class may be rotational.
3. Incumbents in this class may be required to travel.
4. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
