The State of Connecticut Department of Transportation (DOT) invites qualified applicants to apply for the position of Transportation Planner 1 in the Environmental Resources Compliance Unit in the Office of Environmental Planning. We are looking for a self-motivated, collaborative professional to join our team. The Environmental Resources Compliance Unit ensures construction projects and maintenance activities are compliant with State and federal regulatory requirements and permits issued to the Department for work impacting regulated areas or natural resources. Responsibilities within this office also include oversight of erosion and sedimentation control, stormwater pollution control, and management of the Department’s noise program. The position is located at the Department of Transportation Headquarters in Newington. This position reports directly to a Transportation Planner 2, Supervising Transportation Planner or other employee of higher grade within the Office Environmental Planning.

This Transportation Planner 1 position requires knowledge and experience in both State and federal water and natural resource construction compliance requirements as well as the ability to read and interpret construction plans and laws and regulations as they apply to FHWA, FTA and FRA and State funded projects.

This position will be responsible for performing environmental site inspections on active construction projects and will require regular field work in varying weather conditions. Duties and responsibilities include: review of design plans and specifications, stormwater registrations and approval of Contractor submittals as they relate to permit authorizations, special conditions and project environmental commitments. The position also includes utilization of ESRI software to map/verify drainage systems and noise barriers, as well as assisting with conducting noise studies and investigating and responding to drainage and noise complaints. This unit is also responsible for obtaining necessary permit authorizations for maintenance activities and emergencies. Key elements of this position include the ability to work collaboratively with Design and Construction project engineers and Maintenance personnel as well as conducting necessary coordination with State and federal regulatory agencies such as the Connecticut Department of Energy and Environmental Protection, and the U.S, Army Corps of Engineers among others.

In the Department of Transportation this class is accountable for independently performing a full range of tasks in conducting transportation planning studies, programs and documentation activities pertaining to the State transportation planning program.


Conducts field work and planning studies relative to all transportation modes for the movement of people and goods; conducts and directs surveys related to environmental studies, land use, and transportation needs; develops, coordinates and evaluates transportation programs; collects, analyzes and updates data related to impacts of transportation facilities, projects and programs and makes recommendations based on this analysis; performs trend, economic and environmental analyses of transportation related data; prepares statistical and written reports and environmental impact statements; reviews studies, surveys and technical documents for conformance with department standards, needs and state and federal laws and regulations; provides planning assistance and coordinates activities and projects with local, regional, state, and federal agencies, private consultants and stakeholders; investigates and responds to public inquiries and complaints regarding transportation plans, programs and/or projects; reviews proposed legislation and distributes information; may perform site analysis work; performs related duties as required. Field work will be required and travel primarily within the State will be necessary.


Knowledge of transportation planning theories, practices and procedures; knowledge of various transportation problems as related to urban centers; knowledge of related social, economic and environmental considerations; knowledge of state transportation conditions and probable trends; knowledge of basic engineering principles; interpersonal skills; oral and written communication skills; ability to conduct transportation planning and environmental studies; ability to use computer software including planning models and other programs related to planning process; ability to understand and interpret laws, rules and regulations; research ability.


Six (6) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.


1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.
3. For State Employees three (3) years of experience as a Transportation Planning Assistant 2 or Transportation Engineer Technician may be substituted for the General Experience.


Candidate should have:

1. Education, training and experience regarding water and natural resources identification and management;
2. Education, training or experience in the fundamentals of construction management;
3. Ability to read and interpret design plans and construction contracts;
4. Experience with relevant State and federal laws, statutes and regulations particularly in regard to the Clean Water Act and Endangered Species Act;
5. Experience with implementing stormwater quality treatment measures and erosion and sedimentation control practices in design and construction;
6. Experience dealing with design professionals, construction contractors, other State and federal agencies, outside stakeholders, elected officials and the public;
7. Strong interpersonal skills, oral and written communication and collaboration skills;
8. The ability to utilize ESRI ArcGIS and related software and interpret other published documents and media such as aerial photography; Microsoft Office and CAD design software
9. The ability to work in office environment as well as being able to adapt to all types of field environments (i.e. uneven ground, inclement weather conditions, working closely with active construction equipment, working within vegetated areas, and working adjacent to the traveling public);
10. The ability to meet the requirements of a Certified Professional in Erosion & Sediment Control, Certified Erosion (CPESC), Sediment and Stormwater Inspector (CESSWI), or Certified Professional in Stormwater Quality (CPSWQ).


1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
