Supervisor Of Transportation Operations (37.5 Hour)

Introduction

The State of Connecticut, Connecticut State Library (CSL), has one available opening for a Supervisor of Transportation Operations.  This position is responsible for the operation of the statewide library delivery service deliverIT CT.  Supervisor of Transportation Operations schedules, assigns, oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations on the development of policies and standards; acts as a liaison with other operating units, agencies and library community regarding unit policies and procedures; prepares reports and correspondence; establishes daily routes for the transportation of library materials; maintains inventory of equipment and supplies; schedules and supervises the maintenance of assigned vehicles; may supervise snow removal operations; performs related duties as required.

This is a full time, 37.5 hour per week position. Hours are Monday through Friday, 6am to 2pm. Flexible morning hours may be available depending on operational needs.  This position is located at the Van Block Sorting Facility in Hartford, CT. 

We are looking for someone with the following knowledge, skills, and abilities:

• Route delivery or transportation owner/operator experience.

• Knowledge of delivery logistics management.

• Knowledge of methods and equipment used to transport materials.

• Knowledge of methods of repair of automotive equipment.

• Ability to perform basic mechanical repairs.

• Skills in working with a diverse library community.

• Ability to operate assigned motor vehicle equipment.

• Ability to maintain records such as personnel records; inventories of supplies; maintenance schedules; route schedules; accident reports; and other administrative documents.

• Ability to use computer software.

• Ability to establish and maintain effective working relationships with a broad range of stakeholders.

• Ability to work collaboratively as part of a team and be flexible and creative in a changing environment.

• Ability to communicate effectively.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for supervising employees engaged in the various aspects of the systematic transportation of goods and/or people.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations on the development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; establishes daily and periodic routes for the transportation of goods and people; estimates cost of transportation services and project budgets; prepares annual budgets for unit; maintains inventory of equipment and supplies; schedules and supervises the maintenance of assigned vehicles; may supervise snow removal operations; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of methods and equipment utilized to transport goods and people; considerable knowledge of methods of repair of automotive equipment; considerable interpersonal skills; considerable oral and written communication skills; ability to perform mechanical repairs; ability to operate assigned motor equipment; ability to maintain records such as personnel records, inventories of supplies, maintenance schedules, route schedules, etc.; ability to establish a budget and maintain a running balance of funds expended; ability to utilize computer software; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the operation and/or maintenance of fleet vehicles.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have included the responsibility for scheduling routes and assigning drivers.

PREFERRED QUALIFICATIONS

• 5 years experience in a state agency operation of  a route delivery service as a supervisor or as an owner of a trucking service

• 5 years experience as a state agency supervisor scheduling drivers or as an owner maintaining a delivery schedule

• Knowledge of delivery logistics management

• 5 years customer service skills

• Experience navigating Connecticut state roads

SPECIAL REQUIREMENTS

Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
2. A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be exposed to hazardous road conditions when driving.
