Introduction

The State of Connecticut Department of Transportation (DOT), invites qualified applicants to apply for the position of an Accounting Careers Trainee in the Office of External Audit within the Bureau of Finance and Administration. The selected candidate will receive on-the-job training for advancement into a professional level position of Accounts Examiner. This positon is primarily responsible for performing and the oversight of agreed upon procedures reviews of DOT projects for Consultants, Municipalities, Utilities and Railroads.

Duties include:
• Perform complex reviews of DOT projects using agreed upon procedures
• Closeouts of Projects/agreements with Consulting Engineering Firms, Municipalities, Utilities and Railroads
• Assist the Director of External Audits to develop unit performance metrics and other statistical data for DOT management.
• Review Single Audit Reports for compliance with applicable regulations

This is a full-time, first shift, Monday through Friday, 40 hour/week position. This position requires a Bachelor or Master Degree in Accounting or closely related business field with at least 15 semester hours in accounting.

The length of the training program is two (2) years for individuals with a Bachelor’s degree in accounting or in a closely related business field with at least 15 semester hours in accounting; one (1) year for individuals with a Master’s degree in accounting or in a closely related business field with at least 15 semester hours in accounting; for an individual who earns a Master’s degree in accounting or in a closely related business field with at least 15 semester hours in accounting while assigned to this classification is one year from the date the Master’s degree is conferred or the end of the original two (2) year training period, whichever comes first.

*Starting salary with BA degree with 15 semester hours in accounting $51,038 annually, BA degree with 30 semester hours in accounting $54,472 annually, Master's degree in a related field and 15 semester hours in  accounting $54,472 annually, Master's degree in a related field and 30 semester hours in accounting $56,200 annually.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional accounting or auditing position.

EXAMPLES OF DUTIES

Receives training in introductory accounting or auditing work for development of skills and knowledge in order to qualify for advancement into a professional agency accounting or auditing position; performs a variety of increasingly difficult duties as skills are acquired during the course of the training period; examines financial records of governmental or private businesses and accounting methods and procedures to ensure compliance with statutes, regulations, guidelines or accepted accounting principles; may receive training in such areas as maintaining financial records and accounts, establishing financial statements and schedules, and preparing budget estimates; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of accounting and auditing principles and practices; knowledge of business mathematics and statistics; some knowledge of business uses of information technology; some knowledge of effective report writing; ability to read and understand written materials; ability to utilize computer software.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree in accounting or in a closely related business field with at least 15 semester hours in accounting.

PREFERRED QUALIFICATIONS

Ideal applicants will possess the following:

• Knowledge of accounting and auditing principles and practices
• Experience with computerized accounting systems
• Microsoft Word and advanced Excel skills (VLOOKUP, Pivot Tables, formulas/functions, etc.)
• Strong analytical writing skills, as well as grammar and punctuation skills
• Ability to monitor compliance with statutes, regulations, guidelines and accounting principles
• Ability to prioritize time sensitive work
• Strong organizational skills
• Experience in being collaborative with verbal and written communication skills and able to communicate effectively across all levels of the organization
• Ability to extract, manipulate, organize, and perform arithmetical computations and analysis of financial data from accounting systems
