Introduction

The State of Connecticut, Department of Emergency Services & Public Protection is recruiting for an Assistant Director of the State Forensic Science Laboratory position located in Meriden, CT.   This is a full time, 40 hour per week position, Monday-Friday schedule.  The Assistant Director of the State Forensic Science Laboratory performs administrative and technical duties, assists in directing the staff, operations, quality assurance program of the laboratory and coordination of laboratory activities, including information technology, grants, and contracts, with the agency  and state administrative units.  This position will manage all ancillary laboratory support functions as well as the evidence receiving  and case management of the Division of Scientific Services.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Safety, Division of Scientific Services, this class is accountable for assisting in the direction of the State Forensic Science Laboratory, which conducts complex tests and analyses to identify the properties of physical evidence resulting from criminal and civil actions in the state.

EXAMPLES OF DUTIES

Assists in directing the staff and operations of the laboratory; coordinates, plans and manages laboratory activities; formulates program goals and objectives; develops or assists in development of related policy; interprets and administers pertinent laws; evaluates staff; prepares or assists in preparation of laboratory budget; maintains contacts with individuals both within and outside of laboratory who might impact on program activities; plans, organizes and coordinates laboratory service and methods development programs for detection of evidence; coordinates crime scene investigation and reconstruction activities; examines, analyzes and identifies evidence in complex cases; prepares comprehensive technical reports and scientific and/or educational papers; oversees development and operation of AFIS computerized fingerprint identification system; implements section quality assurance program; trains laboratory staff, police and fire personnel in techniques utilized for gathering and analyzing evidence; performs advanced scientific research; conducts investigatory conferences with staff; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of principles and practices of forensic science and investigatory techniques; considerable knowledge of principles of serology, immunology, analytical chemistry and related disciplines such as microscopy, spectrophotometry, spectrography and appropriate mathematical techniques; considerable knowledge of physiological fluids and their detection, analysis and grouping for purposes of individualization; considerable knowledge of principles relating to examination and application of document, imprint, firearms and specialized photography techniques; considerable knowledge of examination and analytical procedures for evidentiary materials; considerable interpersonal skills; considerable oral and written communication skills; considerable skill in operation of a variety of analytical instrumentation and related photographic techniques.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master's Degree in forensic science or closely related field and two (2) years of experience in the supervision of laboratory section activities consisting of several specialized units engaged in selecting and conducting highly complex tests to analyze physical evidence.

Note: For state employees supervisory experience will be interpreted at the level of Forensic Science Examiner 3.

PREFERRED QUALIFICATIONS

  • Experience in a technical and managerial capacity working within a forensic science laboratory
  • Forensic managerial experience with accreditation, laboratory information management systems, document control software and forensic databases
  • Knowledge and experience in formulating policy and developing  and writing forensic Standard Operating Procedures
  • Experience in the criminal justice system working with various administrative units (Human Resources, Fiscal, Labor Relations, Information Technology)

SPECIAL REQUIREMENTS

  1. Incumbents in this class may be required to work flexible hours.
  2. Incumbents in this class may be required to travel.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts in the application, a thorough character investigation of each candidate may be conducted before names are certified for appointment. Candidates who do not have a good character or persons who have a criminal record or have been dishonorably discharged from any police department, fire department or from the armed forces of the U.S. are ineligible.

Incumbents in this class may be exposed to communicable diseases and hazardous substances.
