Introduction

The State of Connecticut Department of Developmental Services (DDS) - Central Office - has one (1) current full-time job opportunity for a Developmental Services Provider Specialist position in the Operations Center based in Hartford, CT.

This position will provide contract and fiscal support and oversight to Qualified Providers and DDS Regions.

This is a full-time thirty-five (35) hour per week position. The work schedule is Monday through Friday on first shift. However, must be flexible in order to meet the needs of the agency.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services, Operations Center Central Office, this class is accountable for the establishment, adjustment and renewal of agreements or contracts with qualified private agencies, organizations and individual practitioners to provide services to consumers.

EXAMPLES OF DUTIES

This position provides contract, fiscal support, and oversight to approximately 150 Qualified Providers and 3 Regions. This includes, but is not limited to:
• Acting as a liaison with POS contracted providers in the development, preparation, and review of budgets, contracts, financial reporting, and contract compliance;
• Developing, reviewing, and maintaining POS contracts and POS contract amendments;
• Providing ongoing technical assistance to providers in their preparation of Operational Plans, 8 Month Reports, Annual Reports, and financial audits;
• Maintaining contract and financial reporting databases;
• Tracking financial reporting submissions;
• Providing POS contract and financial reporting and technical assistance to internal DDS staff;
• Preparing annual financial reporting performance reviews for providers and attending end of year financial reporting meetings;
• Transitioning providers from individual budget to POS contract per the DDS Procurement Plan;
• Collaborating with DDS Regional Staff to discuss new development and programmatic expansions;
• Ensuring services funded by DDS meet CMS Waiver requirements;
• Providing technical assistance to providers in accessing web applications and data;
• Addressing administrative and resource needs for individuals funded by DDS;
• Other duties as assigned

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant state and federal laws, agency policies and procedures; considerable knowledge of modern methods of care, program design, treatment and education of individuals with intellectual disabilities and other developmental disabilities living in various community settings; knowledge of business finance and accounting procedures; knowledge of agreement and contract preparation and protocol; ability to analyze and critique private agency, organization and individual practitioner's recordkeeping and financial statements; ability to utilize computer software; interpersonal skills, oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in health care administration in a health care or human services setting.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must be preparing, analyzing and monitoring fiscal policies and procedures.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's Degree in accounting, business administration, education, finance, health care administration or a related field may be substituted for one (1) year of the General Experience.

3. For State Employees, one (1) year of experience as a Developmental Services Resource Management Specialist may substitute for the General and Special Experience.

PREFERRED QUALIFICATIONS

• Experience building and/or evaluating budgets and fiscal reports for publicly funded services
• Experience reconciling expenses and revenue related to state funded programs or similar funding sources;
• Experience reviewing annual and monthly financial statements
• Programmatic experience providing or overseeing residential and day programs for individuals with developmental disabilities;
• Intermediate experience with Excel (e.g. building pivot tables, macros and databases, etc.)
• Experience with Access and Word
• Strong oral and written communication skills
• Ability to work independently and as part of a team
• Strong attention to detail

1. Incumbents in this class may be required to travel.
