Transportation Supervising Engineer (Construction Engineering)

Introduction

The State of Connecticut Department of Transportation (DOT) is accepting applications for a Transportation Supervising Engineer (Construction Engineering) position in Central Surveys in Newington. This position is full time, 40 hours per week and is in the P-4 (Engineering and Scientific) bargaining unit.

The successful candidate must be available to travel to and attend training, conferences, public meetings, field reviews, etc. both within and outside of normal working hours when necessary, and must possess current Connecticut Professional Land Surveyor (LS) licensure and have a valid Driver's license. Applicants must list their valid Professional Land Surveyor (LS) license number and expiration date and Driver's license number, expiration date and issuing State, and any other job-relevant licenses or certifications, in the Licenses and Professional Certifications section of their application. Applicants must be legally authorized to work in the United States.

Other position requirements include:

• Must be able to provide signatory on mapping when necessary,
• Must have considerable knowledge of land surveying principles and practices,
• Must have highly skilled working knowledge of MicroStation (CADD),
• Must have at least one (1) year of experience at the level of Transportation Engineer 3 (Construction Engineering) assigned to a Surveys unit.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for supervising engineers and other staff engaged in engineering and/or related tasks in one or more aspects of transportation construction engineering projects or studies in the areas of construction, administration, rehabilitation, surveying, testing, materials testing, maintenance or operations.

EXAMPLES OF DUTIES

The Transportation Supervising Engineer in Central Surveys will assist the Principal Engineer (Chief of Surveys) in meeting the Connecticut Department of Transportation (CTDOT) goals. This position directly supervises all property and boundary map preparation by or for the CTDOT and is responsible for reviewing and approving private and consultant prepared Major Traffic Generator mapping, ensuring that all mapping is properly and legally prepared, both consistently and efficiently. This position is also responsible for overseeing the development of the Central Surveys Geographic Information System (GIS), coordinating and implementing highway surveying policies and procedures, the procurement of equipment, and consultant contract surveying oversight. It also provides technical expertise to the Chief of Surveys in all facets of land surveying and has direct involvement in all Survey, Right of Way and Design issues.

This is a high-level decision-reliant position providing supervision and coordination for all projects that require survey liaison activities throughout the CTDOT enterprise as well as with other State Agencies, UCONN, the Federal Government and Private Sector Design and Survey Professionals.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices involved in transportation construction engineering such as construction, surveys, geodetic surveys and materials testing; knowledge of highway construction methods and materials; considerable knowledge of administrative and financial controls with respect to transportation construction engineering plans, contracts, projects and reports; considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of departmental operational methodologies; considerable knowledge of latest engineering principles, techniques and procedures employed in engineering field; considerable ability to analyze and review engineering reports, plans and specifications; considerable ability to interpret and apply principles of information systems and technologies; considerable interpersonal skills; considerable oral and written communication skills; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in transportation construction engineering.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been as an engineer with lead responsibility for complex transportation construction engineering projects in construction, surveys, or materials testing.  For state employees this is interpreted at the level of Transportation Engineer 3 (CONSTRUCTION ENGINEERING).

PREFERRED QUALIFICATIONS

• Considerable working knowledge and experience with ArcGIS;
• Good interpersonal skills;
• Good oral and written communication skills;
• Experience supervising, training, evaluating and motivating lower level employees; and,
• Ability to coordinate work with other Department units, consultants, towns, state and federal agencies.

SPECIAL REQUIREMENTS

1. Incumbents must possess Land Surveyor (LS) licensure or Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.

2. Incumbents may be required to possess appropriate certification from the New England Transportation Technician Program (NTTCP).

3. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

4. Incumbents in this class may be required to travel.
