The State of Connecticut Department of Transportation (DOT) is accepting applications for two Real Estate Appraiser positions in the Appraisal Section in the Division of Rights of Way at our Headquarters in Newington, Connecticut. These positions are full time, 40 hours per week and are in the P-4 (Engineering and Scientific) bargaining unit. The official State job classification for these positions is Property Agent 2. These positions require a Certified General Real Estate Appraiser license. Applicants who do not possess a Certifed General Real Estate Appraiser license will NOT be considered.

The Division of Rights of Way, Appraisals Section, is responsible for acquiring property through eminent domain for the Department's Capital Program. The Appraisal Section ensures property rights are valued in accordance with State and federal law. Appraisers in the Appraisal Section are required to hold an appraiser license in order to perform their duties. Appraisers act as lead agents under the supervisor to ensure that property acquisitions are completed in accordance with State and federal law while accommodating the schedule as provided in the Department's Capital Program.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency having a real property appraisal and acquisition and/or commercial leasing function this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical phases of property appraisal, acquisition, relocation, leasing, sale or revenues management.

EXAMPLES OF DUTIES

Appraisers in the Division of Rights of Way prepare appraisal reports and appraisal review reports for the purchase, sale and lease of land, buildings, easements or other property rights in accordance with State and federal statutes and regulations. Appraisers perform all duties necessary to complete appraisal reports such as gathering and evaluating market data, analyzing the approach to value and inspecting properties. Appraisers maintain a thorough understanding of real estate appraisals and valuation methods, construction plans, and other engineering documents as necessary to explain a project's impact to impacted property owners and the public and meet with owners regarding proposed acquisitions. Appraisers also testify in court in condemnation proceedings to sustain recommended values and may serve as working lead to lower level staff which includes training and supervision.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of methods and practices of land acquisition by purchase or condemnation; knowledge of real estate appraisal; knowledge of relevant state and federal laws, statutes and regulations concerning relocation of displaced property owners and tenants, public utility location and relocation as they affect rights of way processes, property and commercial leases, service contracts, space rental agreements, tenant and lease holder rights; knowledge of effect on property values of deed restrictions, zoning ordinances, setbacks, assessments and encroachments; knowledge of property management including lease negotiation, needs assessment, proposal analysis and revenue enhancement; considerable interpersonal skills; oral and written communications skills; ability to utilize computer software; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of technical experience in rights of way, real estate appraisal, land acquisition, sale of real property, commercial leasing or property management.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. Certification by the International Right of Way Association as a Senior Right of Way Professional may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

In addition to a Certified General Real Estate Appraser license, we seek strong work ethic and interest to work in the transportation field. Other minimum qualifications for this position are skill in use of computer applications including Word and Excel; ability to read and understand construction plans; strong oral and written communication, organizational and interpersonal skills; ability to problem solve, recommend and implement effective solutions in a timely manner and ability to prioritize and multi-task.

SPECIAL REQUIREMENTS

1. Incumbents in this class involved with the appraisal of real property must successfully complete agency specified real estate appraisal courses and possess and retain a current Connecticut Real Estate Appraiser license and either a residential and/or general appraiser certification as required by the position.
2. Incumbents in this class may be required to travel.
3. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
