The State of Connecticut, Department of Children and Families (DCF), is recruiting for an IT Analyst 2 - PowerBuilder Mid-Level Developer to work in our Central Office located at 505 Hudson Street in Hartford, CT. This location is easily accessible to all major highways. This position is full-time, 40 hours per week, Monday - Friday. We are recruiting someone to work as a senior level COBOL developer to work on the DCF State Administered Child Welfare Information System (SACWIS) and Comprehensive Child Welfare Information System (CCWIS).

In this position, you will serve in the capacity of a COBOL Sr. Developer participating in various SDLC processes including requirements verification, design and development, testing, maintenance, and support activities per the direction of agency management. Your specific focus is to be part of the team which supports existing .NET applications, as well as to participate in the SDLC process of the new CCWIS system and work with the System Integrator to ensure the transfer of knowledge and ongoing maintenance of the solution for a given module. Specifically, you will be responsible for maintaining COBOL applications, but more importantly help convert those COBOL Batch Jobs to a newer technology like C# and .NET. You will be expected to participate in the SDLC process, which includes meetings with the SI, verification of deliverables such as requirements, design, testing, and environment configuration.

Selection Plan

We are looking for someone with experience demonstrating the following knowledge and skills within the last five years:

  • PowerBuilder IDE w/ TFS / GIT environment.
  • Experienced with PowerBuilder 2017 Stack (Powerscript, PowerGen, Advanced PowerBuilder Object Library, MS Office Automation, Browser Integration).
  • Proficient with object oriented techniques and principles.
  • Skilled in efficient query writing for DB2 and Data Window.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency Information Technology (IT) environment, this class is accountable for independently performing a full range of information technology tasks and project coordination work involving infrastructure systems support, security and application development in an IT environment.

EXAMPLES OF DUTIES

  • Develop general and detailed design specifications for moderate to complex systems.
  • Document existing COBOL batch jobs and extract business rules out of code.
  • Assist in migration and integration of data and processes from legacy systems to new applications and new technologies.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in information technology (IT) operations, programming, systems/software development or another IT related support area.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been performing professional information technology work in one of the following areas:
1. Installation and support of microcomputer hardware, software and operating systems.
2. Analysis, design and development of information systems.
3. Network hardware and software installation and support.
4. Network hardware and/or software problem diagnosis and resolution.
NOTE: For state employees this is interpreted at the level of Information Technology Analyst 1.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling six (6) months of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Coding in .NET / C#.
  • Writing queries in TSQL.
  • Experience in data migration (SSIS or similar ETL technology).
