The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is dedicated to conserving, improving and protecting our natural resources and the environment and increasing the availability of cheaper, cleaner, and more reliable energy.
The Bureau of Air Management Planning & Standards Division’s Ambient Air Monitoring Group is responsible for ensuring the state’s ambient air quality monitoring network and data management systems are fully operational and compliant with all federal quality assurance requirements. This network provides scientifically valid data on air pollutant levels present in Connecticut’s ambient air.
The Bureau of Air Management has a current job opportunity for a Supervising Environmental Analyst within the Data Quality Group. This position supervises a group of environmental professionals responsible for overseeing the development and implementation of plans, policies and procedures to comply with federal and state data quality requirements, including implementing quality assurance and quality control functions and developing effective communication tools for air quality data users including the regulated community, academia, environmental advocates and the general public.
The position will work out of Windsor, CT.
This position is full-time, 35 hours per week, Monday – Friday, from 8:00 am to 5:00 pm (flexible).

The selected candidate must have a valid motor vehicle operator's license. May be required to travel.
In the Department of Energy and Environmental Protection this class is accountable for supervising a section engaged in environmental analyses and evaluations and coordinating intra- and interagency efforts in state and regional planning and policy development projects.
In other state agencies this class is accountable for supervising a section engaged in environmental analyses and evaluations.
Supervises a section engaged in development and implementation of departmental, local or statewide environmental plans and programs; schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans office work; establishes and maintains office procedures; develops or makes recommendations on development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; supervises review and analysis of proposed and existing projects and legislation for environmental impact, consistency with policies and plans and economic benefits and costs; oversees preparation of environmental impact statements; directs administration of state and federal program budgets; supervises and coordinates special planning studies; identifies and describes state environmental goals and special problem topics; monitors and testifies at hearings; supervises and cooperates with consultants in project development; serves as agency representative at public and committee hearings and conferences; may prepare enforcement actions; may serve as department representative on various regulatory and advisory boards and committees; performs related duties as required.
Specific duties will include:
Review Air Monitoring Quality Management Plans on an annual basis and determine annual data quality objectives for the Department’s air quality monitoring program;
Review air monitoring program Quality Assurance Project Plans (QAPPs) on an ongoing basis, evaluate compliance and recommend corrective measures when necessary;
Provide oversight of independent audit program to ensure compliance with federal requirements;
Determine project priorities, project schedules and assure timely delivery of work products;
Provide project management oversight in the development of air monitoring network planning documents;
Develop and implement communication tools such as: training, guidance documents, performance evaluations and data quality assessments to assist users of monitoring data;
Develop or make recommendations on the development of policies and standards;
Provide both oral and written communications at the state, regional and national level;
Determine priorities and plan office work; Schedule, assign, oversee and review work of staff;
Provide staff training and assistance; and
Conduct performance appraisals.
PREFERRED CANDIDATE MUST HAVE:
Considerable air quality planning, air monitoring and/or data management experience;
Considerable experience developing and/or reviewing air quality program plans, air monitoring network plans, or quality assurance plans;
Considerable experience with air quality data analysis and developing communication tools to assist air quality data users;
Supervisory training and/or experience leading staff; and
Considerable knowledge of both state and federal air quality, air monitoring and/or data management guidance, policies, regulations and statutes.
