We are recruiting for an Information Technology Analyst 3 (ITA 3) who will specialize in security modifications, commitment control, project costing, and BI Publisher matters in support of the Core-CT Financial application.

As an IT Analyst 3 you will be responsible for:

•application development and technical support and expertise within the Core-CT Financials team;
•working with lower level analysts and developers supporting the systems design effort relating to Core-CT system and associated sub-systems;
•evaluating new technologies and strategies and recommend technological direction;
•researching and recommending new development tools and technologies;

This full-time position is Monday-Friday, 40 hours per week. This is a competitive position.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency Information Technology (IT) environment, this class is accountable for performing the most complex and technical support work and/or acting as a working supervisor of Information Technology Analysts engaged in information systems development or technical support.

EXAMPLES OF DUTIES

Your duties will be as follows:

•defines data flows and prepares general system design documents and reviews detail design packages given to lower level analysts;
•designs and maintains for each project a task progress report;
•recommends implementation strategies to upper management and provides expert advice to various project teams and helps prioritize and control the various maintenance requirements and retrofitting of the Core-CT system code needed to assure the validity and efficacy of data flow through the financial system;
•develops, implements, and reviews production procedures which ensure applications and job process as efficiently as possible and takes a lead role in resolving production problems relating to online and batch processing;
•provides weekly status reports on production improvements and progress to upper management and can act as Project Manager for key initiatives and may provide functional/technical supervision to project teams and other staff;
•reviews requirements from application analysts and resolves system requirements as needed to fulfill application requirements;
•prioritizes changes for any systems design or network, and ensures that all technical aspects are sound;
•conducts a technical evaluation of any improvements to the Core-CT Financials System/Data Base as it relates to systems efficiency and complexity;
•reports on the above and recommends a course of action based on a strong knowledge of the Financial Systems and Database;
•provides expertise and advice to the IT staff on all improvements/modifications to the Financial Modules: General Ledger, Accounts Receivable, Billing, Inventory, Project Costing, Customer Contracts, Accounts Payable and other modules as needed;
•provides technical advice to users in conjunction with application analysts, when required;
•teaches programmers on which methodologies should be used to accomplish assigned tasks in an efficient and timely manner;
•develops the manpower, software, hardware and other related resource requirements for budgeting and planning purposes;
•defines and justifies any technical software which is needed for Core-CT;
•develops time and cost estimates as required to justify the technical improvements.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in information technology (IT) operations, programming, systems/software development or another IT related field.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the full professional working level with responsibility for performing a full range of complex technical support functions in one of the following areas:
1. Assisting in the design, implementation and management of a major communications network.
2. Providing technical and administrative support for a wide area network (WAN) or mini-computer system.
3. Assisting in the installation and maintenance of major sub-systems or installing and maintaining other host and/or network software.
4. Participating in the design and development of system applications.
5. Serving as a project coordinator responsible for coordinating the design, development, programming and implementation of moderately complex information systems projects.
NOTE: For state employees this is interpreted at the level of Information Technology Analyst 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling six (6) months of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

We'd love to hear from you if you have:

•Three (3) years’ experience with PeopleSoft FSCM 9.2 applications, PeopleTools, PUM and supporting technologies;
•Experience with application support for an Enterprise Resource Planning (ERP) environment. PeopleSoft preferred.
•Experience managing application development programs version control and associated staff;
•Experience with the PeopleSoft HRMS, CRM or Finance 9.2 application environments and the PeopleTools development tool-set.
•Functional knowledge and proficiency with PeopleTools, Application Designer and DataMover;
•Proficiency with the Microsoft Windows 10 and the Microsoft Office Suite or Office 365;
•Experience managing PeopleSoft applications and associated application data in an Oracle 12 database environment;
•Strong SQL development skills and knowledge of Oracle table structures;
•Experience with Web browser configuration, plug-ins, and internet security practices;
•Knowledge of HTML, XML and web application tools and languages;
•Experience with application change control best practices, code management and version control tools;
•Experience with Change Management best practices and coordinating transition to new technologies.
