At the State of Connecticut, Department of Energy & Environmental Protection (DEEP), we are dedicated to conserving, improving and protecting our natural resources and the environment and increasing the availability of cheaper, cleaner and more reliable energy. Within the Bureau of Water Protection & Land Reuse (WPLR), our mission is to work together for the restoration, protection and conservation of Connecticut’s water and land resources for current and future generations.

The Land and Water Resources Division provides land use planning and regulatory services directed to the management and protection of coastal waters and tidal wetlands, inland wetlands and watercourses and minimizing risks to life and property in floodplains.

With these goals in mind, The Land and Water Resources Division (LWRD) is currently looking for an Environmental Intern at our downtown Hartford Office, located at 79 Elm Street, across from historical Bushnell Park. The Environmental Intern  receives training, under the direction of a supervisor, in introductory professional environmental work.

After successful completion of the one year training program, the intern is promoted to the target class of Environmental Analyst 1.  

This is a fulltime, 35 hours/week, Monday-Friday.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency receives training in introductory professional environmental work for the development of technical and professional skills and knowledge in order to qualify for advancement to the professional environmental work of the agency; performs a wide variety of increasing difficult duties as technical skills are acquired during the course of the training period.

EXAMPLES OF DUTIES

Duties are performed within the context of the administration of inland and coastal wetland and water resource regulatory programs.

·       Review and analyze effects of water resource and land use development projects on natural resources including wetland, wildlife, fisheries, and aquatic resources

·       Evaluate projects for consistency with environmental laws, regulations and policies

·       Review and analyze permit applications seeking authorization for regulated wetland and water resource activities

·       Evaluate and develop project modifications and alternatives to avoid, minimize and mitigate impacts to natural resources

·       Conduct site investigations

·       Assess existing and proposed site conditions

·       Research, collect and analyze natural resource data

·       Develop recommendations on permit applications

·       Prepare written documents including, environmental permits, environmental impact assessments, legal notices, and correspondence

·       Prepare enforcement actions and reports, and make recommendations for corrective actions

·       Provide technical consultation to local, regional, state, federal officials and the public

·       Provide testimony on natural resources and environmental issues at public hearings.

KNOWLEDGE, SKILL AND ABILITY

Some knowledge of basic theories, principles and practices of environmental and policy analysis; some knowledge of basic statistics; general knowledge of environmental program planning principles and practices; interpersonal skills; oral and written communication skills; analytical skills; research and organizational skills; ability to understand and interpret legislation and technical data; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Bachelor's or Master's degree in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; leisure services; geographic information systems; geography with a concentration in geographic information systems; environmental or natural sciences; or natural resources.

PREFERRED QUALIFICATIONS

·       Interdisciplinary academic training in natural resources, including wetlands, soils, water resources, watershed hydrology, fish and wildlife biology, ecology and forestry 

·       Knowledge of the basic principles and practices of environmental analysis and water resource regulation

·       Knowledge of methods for analyzing and evaluating effects of water resource and land use development on wetlands, fish, wildlife, water quality, and streamflow

·       Experience reading, interpreting and using maps, aerial photos, topographic and other resource maps, technical charts, graphs, data tables, drawings and engineered site plans 

·       Experience writing technical reports and environmental impact assessments pertaining to water resources, wetlands, fish and wildlife resources, land use and water resource development, or related biological and ecological issues.

·       Computer technology skills and experience using computer software including MS Excel and Geographic Information System software (GIS)

·       Ability to prioritize and track multiple activities and projects to ensure timely completion and quality of deliverables

·       Oral and written communication skills

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and moderate degree of discomfort from exposure to year round weather conditions.
