The State of Connecticut, Office of Early Childhood (OEC) is a unique state agency in Connecticut that helps families with young children achieve better life outcomes. A newer state agency, OEC is called on in its enabling statute to be data-driven, human-centered, and result-focused. We touch the lives of over 200,000 young children, parents, and caregivers annually through our integrated focus on early care and education programs and safety supports, our home visiting programs, and other critical early childhood services. By scale of funding, OEC is one of the largest departments of Connecticut state government, deploying and leveraging approximately half a billion dollars each year in service of vulnerable families and communities. Connecticut is a leader in the coordination of early childhood programs throughout the country. Whereas early childhood programming in most states is fragmented across multiple programs which families must navigate, only a handful of states have created agencies dedicated to integrating the supports families with young children require – an only Connecticut’s has clear data-driven mandate. New parenthood and early childhood are extremely important moments in a person’s life and nurturing or harmful experiences during this time can have significant and long lasting impacts. OEC acts on the overwhelming evidence that intervention early in life, is the most promising way to break the cycle of poverty.
Your work will have an impact on the economic security, health, safety, and resilience of families with young children. You will help make childcare safer, more accessible and of higher quality; you will provide agency staff with the fiscal and operations support they need to help build a system focused on preventing child abuse, neglect, and trauma; you will help families gain greater economic stability; you will support families with young children who have developmental delays.
As the manager of OEC’s fiscal division, you will direct staff and operations of fiscal management functions including budget preparation and management, accounting and financial reporting and analysis. As a newer state agency, you will be part of a growing team of fiscal and operations professionals aiming to support agency staff, educators, and community-based providers in their efforts to positively impact the economic security, health, safety, and resilience of families with young children.
This position will play a critical role in the continued growth and development of this new agency, showing that a family-centered, data-smart approach to service delivery drives measurable better results for children. Responsibilities of this position include the monitoring of agency grants, contracts and overall expenditure plans, compilation and analysis of data for agency fiscal reporting and written and verbal communications regarding such monitoring and reporting.
In addition to managing the fiscal division, you will advise the commissioner and the commissioner’s leadership team on fiscal and administrative matters. You will be a contributing member of the team charged with formulating agency and division goals and objectives, help to develop and analyze agency and relevant state policy, and review fiscal and administrative operations for effectiveness and compliance with statutory requirements and agency policies and procedures. Further, you will participate in and may lead a program of internal and/or external audits, and perform other related duties as required to support the core mission and function of the agency.

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.
NOTE ON UNCLASSIFIED APPOINTMENTS: Appointments to the Unclassified Service will be made in accordance with sections of the Connecticut General Statutes related to the specific positions.
The candidate should possess considerable knowledge of and ability to apply management principles and techniques to a growing team of fiscal and operations professionals. The candidate should be capable of skillfully interacting with and managing a diverse and creative workforce. As the OEC works closely with other state agencies such as the State Department of Education (SDE) and Department of Social Services (DSS) the candidate should be capable of properly managing the fiscal office functions as they relate to the overall agency operations as well as those of its sister agencies.
As the lead of the fiscal division, the candidate must have considerable operational knowledge of CORE-CT and agency accounting structures. CORE-CT skills should include but not be limited to, the ability to enter and extract CORE-CT data and oversee the processing of a high volume of vendor and contractor payments. The candidate should be capable of conducting research using internal and external data sources to meet the needs of the agency. The candidate must also possess a high level of skill using Excel; a tool that serves as a backbone of agency fiscal operations.
The candidate should have a strong working knowledge of the State contracting procedures and practices. The candidate should also have strong knowledge of the State budget cycle and related processes, including budget development, the ability to provide analysis of budget proposals as well as knowledge of principles and procedures of personnel, payroll, purchasing, grant administration and contract administration.
The candidate should understand relevant state and federal laws, statutes and regulations that guide the agency's core mission and functions and should be able to prepare financial and statistical reports for both internal and external stakeholders.
