In the Bureau of Air Management, the Administrative Enforcement Group is responsible for processing and managing all formal enforcement actions involving the Clean Air Act and Regulations of Connecticut State Agencies (RCSA) by issuing Administrative Consent Orders, making Attorney General referrals, assessing civil penalties, and implementing NOx RACT Rule through trading and agreement orders. Case management involves working closely with industry, attorneys, consultants, and EPA which often requires negotiations, pollution abatement, and the collection of civil penalties. Timely resolution of these cases is necessary to ensure protection of public health, ensure compliance with air pollution limitations/regulations and to fulfill our enforcement commitments and deadlines.
The Bureau of Air Management seeks an Environmental Intern to receive training, under the direction of a supervisor, in introductory professional environmental work for a period of one year before promotion to the target class of Environmental Analyst 1. This position provides a unique opportunity to join a team committed to improving air quality in Connecticut by developing the skills necessary to contribute to a team effort focused on protecting public health and the environment of Connecticut. This position would assist in the development of enforcement cases to address violations of the Clean Air Act and RCSA.
The position will work out of our downtown Hartford Office, located at 79 Elm Street, across from historic Bushnell Park.
This position is full-time, 35 hours per week, Monday – Friday, from 8:00 am to 5:00 pm (flexible).

Interns receive training under the direction of a supervisor, in introductory professional environmental work for a period of one years.
Primary duties include:
Assist in development of enforcement cases and preparation of enforcement actions and supporting documentation to address and deter violations;
Assist with the assurance of timely and appropriate enforcement of state and federal air pollution laws;
Assist with communicating a wide array of complicated technical issues such as regulatory requirements to the public, regulated community, environmental groups, and other stakeholders;
Keep current with critical and emerging relevant environmental compliance issues;
Assist in coordinating with municipal, federal, and other state agencies on resolution of compliance related issues;
Assist with coordinating enforcement related tasks with other operating units, agencies, and outside officials regarding investigations, case development, and pending actions;
Assist in the prepartion of enforcement related reports and correspondence;
Assist in drafting new regulations, statutes, guidelines and other written materials; Assist in formulating policy options; and
Assist in preparing environmental impact statements and recommendations for corrective actions and/or alternatives.
PREFERRED CANDIDATE WILL HAVE:
· Some knowledge of the principles and practices of environmental regulation specific to air pollution;
· Research, analytical and interpretation skills;
· Conflict resolution and problem solving skills;
· Computer skills with proficiency in spreadsheet, statistical analysis, database and presentation programs;
· Strong interpersonal, written and oral communication skills;
· Training and or experience working in a team as well as independently; and
· Good organization and prioritiion skills.
