Introduction

The State of Connecticut Department of Transportation (DOT), Bureau of Policy and Planning has a position available for a Connecticut Careers Trainee, target class of Transportation Planner 1, within the Statewide Transportation Improvement Program (STIP) Unit. This Unit is responsible for developing a fiscally constrained 4 year STIP in cooperation with the Metropolitan Planning Organizations (MPOs) and in consultation with the Rural Council of Governments (RCOGs) in the State. This includes the development of the TIP/STIP/ amendment/administrative action and notification process for updating the existing TIP/STIP.

This unit is annually charged with the responsibility of developing the previous year's Obligated and Granted Projects list which is a federally mandated report. This unit serves as the Department’s Title VI liaison to the MPOs/RCOGs and coordinates the Bureau of Policy and Planning’s training program. The STIP unit is also responsible for analyzing, producing and allocating the anticipated funds to the MPOs/RCOGs for the development of the Metropolitan Transportation Plan. PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for mastering the skills necessary to satisfactorily complete the training program for a professional position.

EXAMPLES OF DUTIES

In a department or institution receives training in introductory governmental work for development of skills and knowledge in field of public administration in order to qualify for advancement into agency professional positions; performs a variety of increasingly difficult duties as skills are acquired during course of training period; performs related duties as required.

Specifically, this position will work under the direction of a Transportation Planner 2 or an employee of a higher grade, assisting the lead planner in the STIP unit with the development and maintenance of the STIP. The primary duty of this position will include assisting in the processing of STIP Amendment, Action, and Notification requests. This position will be responsible to analyze received requests to determine if an Amendment, Action or Notification is required; prepare and send STIP amendments to the Travel Demand / Air Quality Modeling unit for federally mandated Air Quality assessment; update the STIP Tracking Database; assist in the unit’s Title VI responsibilities, and attend meetings. This position also involves the extensive use of computer products and software, including Adobe Acrobat and Microsoft Office Products such as Word, Excel, and Access.

Oral and written communication skills; ability to acquire knowledge and skills required for the target classification; ability to understand, evaluate and solve problems by exercising judgement and logic; ability to read, interpret and understand written material; ability to perform basic arithmetical computations; ability to interpret charts, graphs and tables; learning and reasoning ability; ability to establish and maintain cooperative relations with superiors, associates and general public; ability to utilize computer software.

MINIMUM QUALIFICATIONS

Possession of a Bachelor's or Master's degree.

NOTE:

  1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.
  2. Candidates cannot be appointed until all degree requirements are complete.

PREFERRED QUALIFICATIONS

Candidates should have:

1. Extensive knowledge of excel and the development of financial tables;
2. Strong mathematical background as position involves considerable computer work and performing mathematical analysis and calculations;
3. A bachelor’s degree in Finance, Mathematics, Regional/Urban Planning, or Public Administration;
4. Strong interpersonal skills;
5. Strong verbal and written communication skills;
6. Excellent attention to detail;
7. Ability to utilize computer software with special knowledge in Excel, Access, Adobe and PowerPoint.
