The State of Connecticut, Department of Developmental Services (DDS) - North Region - currently has one (1) full-time job opportunity for a Developmental Services Program Manager based in the East Hartford Office.

This is a forty (40) hour per week position with work schedule as follows:
Monday thru Friday - 8:30am - 5:00pm
Regular Days Off: Saturday & Sunday

However, must be flexible with approval to meet the needs of individuals and families, including occasional evening and weekend hours.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services, at a regional office or in the central office this class is accountable for directing a program which provides services to individuals with intellectual disabilities and related conditions and their families.

EXAMPLES OF DUTIES

The position directs the North Region CCH Program.  Responsible for providing essential leadership, billing and payment authorization approvals, financial management oversight, programmatic management and supervision for over 100 licensed Community Companion Homes and over 150 DDS individuals living in the homes throughout the North region. This includes supervision for a publicly managed group of cases and contract management and quality oversight of several private agencies operating CCH programs for individual in the region. The program Manager directly supervises a CCH Assistant Regional Residential Manager, 2 Clinical Nurse Coordinators, 1 Consulting Psychologist, 1 Development Specialist and 5 Case Managers. Other DDS staff assigned to the [program report to the DS Assistant  Regional Residential Manager who supervises the services provided in over 50 DDS CCH homes. Has overall responsibility for both the growth of the program through new licensing, the development and implementation of policies and operation procedures for the entire regional CCH program and may act as statewide liaison for special task groups related to CCH operations.  Program Manager evaluates and monitors the DDS CCH Licensees performance in carrying out their regulatory responsibilities and provides oversight for the overall provision of services and safe operation of the homes and establish and manage Licensee payment authorizations. This includes the licensing renewal process and assistance in the development and implementation of plans of corrections in DDS CCH’s. Is responsible for the supervision of the Assistant Regional Manager in overseeing the 1 DS Adult Service Instructor and 2 DS Resource Compliance Coordinators who support and monitor the DDS CCH’s through participation on the team process and in monthly monitoring visits to each home. Manages the contractual obligations for implementation and quality of currently 7 private agencies providing CCH services. This includes attention support team meetings as needed for individual, assuring the development of programs and teaching strategies related to each individual’s service plan goals.  Ensuring that agencies are training licensee’s or support staff to implement these programs and strategies, monitoring and reviewing plan implementation; both monitoring and implementing corrective action regarding essential health and safety functions including cleanliness and maintenance of the home, fire and emergency evacuation plans, drills and individual emergency information; ensuring compliance with federal waiver requirements, implementing plans of correction to quality service review citations; monitoring Licensee performance, and implementing progressive actions under the regulatory scheme to address deficiencies as required. Reviews investigations of abuse & Neglect to provided recommendations and ensure implementation of necessary follow up. Utilization of computer programs which support maintaining waiver enrollment & compliance with CMS. Provides reports and data on CH programs as requested. Provides/ ensures education and training on CCH topics and performs public speaking as needed.  

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of modern principles and practices of community based integrated services for individuals with intellectual disabilities and related conditions; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in the provision of human services programs for individuals with intellectual disabilities.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity in a program providing services to individuals with intellectual disabilities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in education, psychology, rehabilitative therapy, social work or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.

2. A Master’s degree in education, psychology, rehabilitation therapy, social work or a closely related field may be substituted for one (1) additional year of the General Experience.

3. Four (4) years as a Developmental Services Residential Program Supervisor 1.

PREFERRED QUALIFICATIONS

• Incumbents in this class must possess good writing and communication skills.
• Fluency in utilization of computer programs which support maintaining waiver enrollment and compliancee with CMS.
• Ability to compile reports and data on CCH programs as requested.
• Considerable knowledge of relevant policies and procedures, State and Federal Laws, Statutes and regulations which are pertinent to CCH operations.
