Introduction

At the State of Connecticut, Department of Energy & Environmental Protection (DEEP), we are dedicated to conserving, improving and protecting our natural resources and the environment - and increasing the availability of cheaper, cleaner and more reliable energy.  

DEEP's Bureau of Central Services is currently looking for a Maintenance Supervisor 2 (General) (37.5 Hour) to lead the Engineering & Field Support Services East District Construction Unit. This position will be responsible for daily oversight and supervision of a construction crew of highly-skilled trade workers.

This crew is responsible for the maintenance and repair of DEEP roads, public parking lots, trails, bridges, installation and repair of utilities, public docking facilities, infrastructure projects and repairs. This crew is often divided and working on 3-4 individual projects sites at one time. This crew supports all DEEP Divisions such as but not limited to Parks, Wildlife, Forestry, Fisheries. Boating and Haz-Mat.

This Maintenance Supervisor also has project management duties of overseeing private contractors that DEEP is coordinating with. This position also serves as a field liaison with multiple other departments and municipalities in order to pool resources and increase efficiencies. This position also oversees the maintenance and repair of the East District Headquarters.

This opportunity is available to permanent agency employees only, who meet all of the Minimum Qualifications outlined below, and is contingent on final approval by DAS and OPM.

This is a 37.5 hour position, 7:00am-to 3:00pm, Monday thru Friday.

*For employees in the classified service, permanent status is obtained after successful completion of a working test period.  For employees in the unclassified service, permanent status is obtained after serving in a position for at least six months (full-time or full-time equivalent).

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for supervising a large crew (6 or more) of highly-skilled trades workers and lower-level employees.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans crew work; establishes and maintains crew procedures; develops or makes recommendations on the development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; performs some of the more skilled duties involved; may make plans and cost estimates of work to be done; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of modern methods and equipment involved in the trade indicated by the parenthetical of the class; considerable knowledge of relevant State and national codes and regulations; considerable interpersonal skills; considerable oral and written communication skills; skill in performing technical duties of the class; considerable ability to read and interpret specifications, blueprints, and sketches; ability to utilize computer software; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the maintenance and repair of buildings.

Note: Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may be substituted for the General Experience on a year for year basis.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Four (4) years of the General Experience must have included performing skilled tasks in either the maintenance and repair of buildings or the military experience referenced above.

Note: For State Employees the Special Experience is interpreted at or above the level of Skilled Maintainer.

PREFERRED QUALIFICATIONS

•     Considerable knowledge and full proficiency in the technical aspects of the construction trade and current industry standards.  

•     Experience supervising and scheduling a large crew with several ongoing independent working projects spread out over a large geographic area.  

•     Experience supporting a large crew with required training and guidance, tools, materials, equipment and providing a safe and productive working environment.  

•     Inspects projects for adherence to Plans for quality and consistency with industry standards and critique work as necessary.  

•     Perform highly technical aspects required of this crew, as this is a working supervisor.  

•     Considerable project development experience including construction methodology, cost estimates, time estimates and quantifying materials.  

•     Experience reading and interpreting plans, blue prints and specifications.

•    Excellent organizational skills, including experience with project prioritization and preparedness to respond to emergencies.  

•     Strong computer skills  

•     Experience utilizing DAS Contracts and  CORE Purchase Order requests.  

•     Strong oral and written communication  skills  

•     Good experience with performance evaluations.  

•     Good experience with disciplinary process and policy.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.

2. Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.

CHARACTER REQUIREMENTS

At State Airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.

2. A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be required to lift moderate to heavy weights; may be exposed to extreme weather conditions and to risk of injury from equipment.

The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
