Introduction

The State of Connecticut Department of Developmental Services (DDS) - Central Office - has two (2) current full-time job opportunities for Fiscal/Administrative Assistant positions in the Fiscal Division in Hartford, CT.

These are full-time forty (40) hour per week positions. The work schedule is Monday through Friday on first shift. However, must be flexible in order to meet the needs of the agency.

These positions are open ONLY to current State of Connecticut employees.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, facility, or institution this class is accountable for performing a combination of basic paraprofessional work, and highly complex clerical work in fiscal and administrative functions.

EXAMPLES OF DUTIES

The FAA will process CORE-CT Accounts Payable and research account discrepancies; This position is responsible for data entry into excel spreadsheets.   Also, responsible for the preparation of bank deposits, check writing, monitoring receipts, tracking/processing In-House Cash, process Family grant vouchers, and maintaining Financial Management Agreements.  This position will include but is not limited to accounts receivables, utilizing EDP systems for financial records and reporting, reviewing and processing of Trustee Fund purchase requisitions, posting STIF interest, ensuring payments are in compliance with DAS contract provisions, assist ATA with vehicle complaints, and notify CLA’s of outstanding vehicle service.  May assist with Physical Inventory using scanners, regular communication with regional staff, support services and performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of bookkeeping, financial record keeping and basic governmental accounting principles and practices; knowledge of basic procedures of budget preparation and control; some knowledge of human resources and payroll procedures, purchasing procedures and contract preparation; basic interpersonal skills; oral and written communication skills; considerable ability in arithmetic computations; ability to audit financial documents; ability to understand and apply statutes and regulations; ability to utilize EDP systems for financial management.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience in complex clerical work in one or more fiscal/administrative functions such as accounting, accounts examining, budget management, grant administration, human resources, payroll, or purchasing.

Note: Complex clerical work is defined as generally routine fiscal/ administrative work, such as financial record keeping or examining, bookkeeping, requisitioning or payroll preparation at or above the level of Financial Clerk. Descriptions of these fiscal/administrative functions are attached

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.

2. One (1) year as a Pre-Professional Trainee in fiscal/administrative work may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

• Experienced with CORE-CT Accounts Payable
• Proficient with QuickBooks, Excel spreadsheets and Access
• Experienced working with cash/check/electronic deposit receipts in Access
• Experienced working with Trustee accounts
• Experienced with P-Card processing
• Experienced with transfer invoice payments
• Experienced with employee mileage reimbursement
• Experienced following-up with group home staff and associated cash change
• Excellent oral and written communication skills
• Excellent attention to detail and documentation skills
• Experience with travel authorizations
• Experience processing telecom requests
• Ability to work independently and as part of a team

SPECIAL REQUIREMENTS

Persons having responsibility for supervising or observing the behavior of inmates or custodial clients will be required to possess a high school diploma or General Educational Development (G.E.D.) certification by the time of permanent appointment.
