Introduction

OSC Mission Statement: To provide accounting and financial services, to administer employee and retiree benefits, to develop accounting policy and exercise accounting oversight, and to prepare financial reports for state, federal and municipal governments and the public.

The Office of the State Comptroller has an exciting opportunity currently available for a Retirement and Benefit System Coordinator. You will work collaboratively with the Division Director to coordinate and execute communications strategy to ensure timely dissemination of policy changes and developments to various internal and external clients and be part of several high-level projects. This is a full-time, Monday-Friday, 40 hour per week position in Hartford.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the State Comptroller or State Teachers Retirement Board this class is accountable for supervising the administration of retirement and/or benefit services to eligible members.

EXAMPLES OF DUTIES

Assist in the achievement of RSD communication goals by identifying target audiences and appropriate outlets and delivery modes; Evaluate, analyze and update existing RSD generated information sources, including, but not limited to: summary plan descriptions, formal correspondence and memoranda; Update applicable website content and draft policy update summaries; Translate complex policy issues and associated research into well-synthesized written products to communicate insight and impact for policy recommendations; evaluate, analyze and update existing RSD policies and forms; Develop a range of internal and external organization communication and policy materials such as presentations and briefing materials; Coordinate efforts with management and individual RSD units to provide editing support and guidance on large-scale RSD communication projects; ensure projects are prioritized and deadlines are consistently met to ensure success of strategic communication goals; build collaborative relationships with key internal and external constituents and independently create high quality reports and materials within deadlines; perform other duties as assigned.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply relevant state and federal laws, statutes and regulations; knowledge of principles and practices of public administration; knowledge of collective bargaining and retirement administrative appeal processes; knowledge of principles and practices of governmental accounting; knowledge of personnel and payroll practices and procedures; considerable interpersonal skills; considerable oral and written communication skills; ability to analyze financial and actuarial reports; ability to prepare financial statements and statistical reports; ability to utilize computer systems for administrative and fiscal management; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in employee benefit and/or retirement administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been at the professional working level in the administration of retirement and benefits plans and programs.

Note: For state employees the Special Experience is interpreted at the level of Retirement and Benefits Officer or Retirement Counselor.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (l/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in business administration or public administration or a closely related field may be substituted for one (l) additional year of the General Experience.

PREFERRED QUALIFICATIONS

• Advanced degree in policy, public administration, law, or related field preferred;
• Accomplished communications professional with 8+ years of increasing responsibility in relevant communications roles;
• Must demonstrate attention to detail and the ability to handle multiple tasks simultaneously in order to complete rapid turn-around of communication and policy materials and successfully meet deadlines;
• Demonstrated experience in written communications in a professional setting, moving from concept to implementation with little editorial oversight;
• Demonstrated ability to communicate effectively with a wide range of individuals and constituencies;
• Problem solving and analytical abilities including the ability to critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details and synthesize large amounts of information into effective policy articulations;
• Experience conducting policy-oriented research and presenting findings to clients in presentations or written materials;
• Ability to work with a team as well as independently, and to be proactive in seeking solutions to challenges;
• Ability to work in a fast-paced atmosphere with changing priorities;
• Thorough understanding of the legislative and collective bargaining process;
• Experience creating with web-based publishing.
