The DOT is seeking to fill a Human Resources Associate position located in the Labor Relations section of the Human Resources Unit. This position works under the supervision of the Human Resources Manager. Some benefits of working at the Department of Transportation include:

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency human resources office this class is accountable for performing professional duties relating to human resources management.

EXAMPLES OF DUTIES

The duties of this position include but not limited to:

Review all fact finding packets to ensure all relevant information is contained; Prepare, maintain and update all administrative files for grievances and reclassification appeals including the gathering of relevant documents from a variety of sources, such as Personnel Memoranda, Statutes and Regulations, bargaining unit contract, payroll records, CORE-CT reports; Prepare and issue Step 1 and 2 grievance responses and distribute Step 3 responses and Arbitration awards to appropriate managers and administrators; Perform required salary calculations and other follow-up and track and monitor other actions required by units responsible for implementing grievance responses and stipulated agreements to ensure agency compliance; Participate in grievance conferences and other labor related meetings as assigned; Update automated grievance program as needed; Determine appropriate parties for and schedule lower level grievances and other meetings; Assist with responses for Freedom of Information requests; Assist with managing quarterly NP-2 Lateral Transfer List postings and applications and offer positions; Assist the DOT Drug and Alcohol Testing Coordinator; Responsible for records retention; Check relevant documents to ensure accuracy of dates and other information; Communicate with Legal, Affirmative Action and other departmental units; Compile discipline reports including monthly statistics and yearly discipline reports to assist supervisors completing service ratings; Conduct individual employee job audits on an as needed basis.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of the principles and practices of public human resources administration; basic knowledge of relevant state and federal laws, statutes and regulations; basic knowledge of employee and labor relations principles and practices; basic knowledge of equal opportunity principles and requirements; basic knowledge of payroll procedures and operations; oral and written communication skills; interpersonal skills; ability to apply human resource principles and procedures in the areas of recruitment, selection, classification, compensation, payroll and benefits administration; ability to analyze problems quickly and determine effective solutions; ability to read and interpret laws, regulations, policies, procedures and collective bargaining agreements; ability to serve as an effective business partner; some ability to design and deliver formal and informal training.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years professional experience in human resources management, payroll or equal employment assurance.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in public administration, human resources management, labor relations, industrial/organizational psychology or closely related field or a law degree may be substituted for one (l) additional year of the General Experience.
  3. For State employees, four (4) years as a Human Resources Assistant may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

Candidates are preferred to have some knowledge of labor management; familiarity with working in a unionized environment; good organizational skills; knowledge of the Freedom of Information Act (FOIA) and experience with records retention.

SPECIAL REQUIREMENTS

  1. Incumbents in this class may be required to travel.
  2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's License.
