PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Social Services, this class is accountable for monitoring a small, single or multi-purpose grantee agency to ensure that program guidelines are followed and requirements met OR for monitoring programs/agencies for effectiveness and assisting in the evaluation of programs/agencies as part of a team.

EXAMPLES OF DUTIES

Interprets and explains regulations, guidelines and procedures pertaining to development, monitoring and/or evaluation of various social services programs; conducts interviews, inspections and field visits to gather information; maintains records and prepares reports on program activities and progress; may review financial and administrative records; may review applications for assistance and make recommendations; may develop questionnaires and other instruments to monitor programs; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of concepts and methodology of grant administration and program monitoring; some knowledge of budgeting and accounting principles; some knowledge of program evaluation concepts and ability to understand formal research methodology, if applicable; some knowledge of problems and concerns of a variety of groups and individuals; interpersonal skills; oral and written communication skills; ability to perform monitoring activities; ability to read and interpret guidelines and regulations; ability to organize activities; ability to prepare memos and reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in grant administration including experience in program monitoring and/or program evaluation.
Note: Program refers to a set of activities desgined to provide needed resources to a community, consisting of planning, budgeting, grants administration, monitoring, technical assistance, evaluation and liaison activities among others.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College education may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in planning, public administration or other closely related area may be substituted for one (1) additional year of the General Experience.
3. For State employees, two (2) years of experience as a Social Services Trainee with the target class of Social Services Program Assistance Technician 1 may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Written and verbal communications skills – ability to write reports, including recommendations, corrective action and the ability to develop and relate guidance
  • Ability to provide group and one-on-one training and conduct workshops
  • Ability to review client files and verify program eligibility
  • Knowledge and familiarity of Microsoft Office (WORD, Excel, Access)

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
