Introduction

The State of Connecticut, Department of Developmental Services (DDS) - Central Office - has one (1) current full-time job opportunity for an Human Resources Associate based in Cheshire, CT. This position is part of the centralized Workers' Compensation/FMLA/Leave Management/ADA unit.

This is a full-time forty (40) hour per week position. The work schedule is Monday through Friday 8:00am - 4:30pm. However, must be flexible in order to meet the needs of the agency.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency human resources office this class is accountable for performing professional duties relating to human resources management.

EXAMPLES OF DUTIES

Duties include: manage employee leaves including federal and state FMLA, medical, SEBAC, personal, educational, sabbatical, etc., and tracking such leaves to ensure proper application of employee leave rights pursuant to state and federal laws and regulations, state personnel policies and collective bargaining agreements.  Coordinate and manage regional safety committee and ergonomic evaluation activities, light duty return to work programs, leave donation programs and ADA accommodation requests. May represent agency at workers compensation hearings. Performs related duties as assigned.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of the principles and practices of public human resources administration; basic knowledge of relevant state and federal laws, statutes and regulations; basic knowledge of employee and labor relations principles and practices; basic knowledge of equal opportunity principles and requirements; basic knowledge of payroll procedures and operations; oral and written communication skills; interpersonal skills; ability to apply human resource principles and procedures in the areas of recruitment, selection, classification, compensation, payroll and benefits administration; ability to analyze problems quickly and determine effective solutions; ability to read and interpret laws, regulations, policies, procedures and collective bargaining agreements; ability to serve as an effective business partner; some ability to design and deliver formal and informal training.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years professional experience in human resources management, payroll or equal employment assurance.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in public administration, human resources management, labor relations, industrial/organizational psychology or closely related field or a law degree may be substituted for one (l) additional year of the General Experience.
  3. For State employees, four (4) years as a Human Resources Assistant may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

• Experience in processing workers’ compensation claims and leaves of absences including but not limited to federal/state FMLA, medical, personal, educational, and sabbatical

• Experience in conducting the interactive process with regard to request for accommodations under the ADA

• Experience evaluating ergonomic equipment needs

• Experience with safety and loss control programs

• Experience in the utilizing Core-CT and/or PeopleSoft HRMS systems and creating/running queries in EPM/OBI-STARS

• Experience with Microsoft Office Suite including using/creating Excel spreadsheets and Word documents and Outlook

• Strong written and verbal communication skills

• Considerable interpersonal skills

• Must possess excellent attention to detail

• Experience successfully scheduling and prioritizing multiple tasks with competing deadline

• Demonstrated ability to work in a fast paced environment

SPECIAL REQUIREMENTS

  1. Incumbents in this class may be required to travel.
  2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's License.
