Fusion Center Analyst

The Department of Emergency Services & Public Protection (DESPP) Cyber, Intelligence & Counter Terrorism Unit is recruiting for a Fusion Center Analyst.  The position is: full-time (40 hours per week), first shift, and located at DESPP Headquarters at 1111 Country Club Rd. Middletown, CT 06457.

The Fusion Center Analyst is accountable for independently performing a full range of tasks in the evaluation and analysis of criminal/terrorism information and intelligence. The incumbent will be responsible for performing a variety of work activities involving intake, research, collection, analysis, dissemination, and documentation of homeland security and crime-related information included that which has a possible nexus to terrorist activity and/or represents potential threats to homeland security and public safety within the state of Connecticut and, by extension, the region and nation. Applicants with a strong background in Cyber security and Cyber Analysis are encouraged to apply.

In the Department of Emergency Services and Public Protection, State Intelligence Fusion Center, this class is accountable for independently performing a full range of tasks in the evaluation and analysis of criminal/terrorism information and intelligence.

Performs duties and responsibilities related to intelligence sector assigned; collects, integrates, evaluates and analyzes raw intelligence data; derives criminal/terrorism related intelligence through blending, analyzing and evaluating relevant horizontal and vertical sources; assists in developing and planning criminal/terrorism and intelligence data procedures; assists with formulation and dissemination of intelligence data; works with federal, state, municipal, military, tribal and private sector to obtain criminal/terrorism information and intelligence data; tracks local, state, national and international trends; collates message traffic and other communications and alerts unit manager of developments and or significant changes applicable to assigned area; prepares and makes presentations on intelligence data, developments and findings; prepares comprehensive reports containing vetted intelligence data; performs related duties as required.

INTELLIGENCE SECTOR: Collects, analyzes and documents criminal information from law enforcement community (federal, state, local, military, tribal and private sector); tracks political, religious or social views, associations or activities of any individual or any group, business or partnership which directly relates to criminal conduct or activity and reasonable suspicion; tracks suspected loan sharking, drug trafficking, trafficking in stolen property, gambling, extortion, smuggling, bribery and corruption of public officials and related criminal activies; researches patterns, structure, trends and movement of criminal groups and individuals; assesses validity and reliability of criminal information; tracks interstate and intrastate criminal activities and criminal movement using induction and deduction methods to assess impact.

CRITICAL INFRASTRUCTURE SECTOR: Collects, analyzes and documents intelligence data for systems and assets (Agriculture and Food, Water and Environment, Health and Public Health Services, Social Services, Emergency Services, Government, Military Facilities and Defense Industry Bases, Information and Telecommunications, Energy, Transportation; Banking and Finance, Chemical Industry and Hazardous Materials, Retail, Postal and Shipping, Education, Criminal Justice; Private Security, Public Works, Real Estate, Hospitality and Housing, Monuments and icons and critical manufacturing); conducts statewide assessment of critical infrastructure to identify systems and assesses in Connecticut and prioritizes criticality via National Infrastructure Protection Plan (NIPP); identifies systems and assets that if incapacitated would impact security, economic security, public health or safety of Connecticut citizens based on National Critical Infrastructure Prioritization Program (NCIPP).

CYBER INTELLIGENCE SECTOR: Collects, analyzes and documents virtual intelligence data of federal intelligence cycle i.e.(Regional Information Sharing System-RISS, Federal Bureau of Investigation's Law Enforcement Online-LEO; National Date Exchange -N-Dex; Regional Data Exchange-R-Dex, Department of Homeland Security Homeland Security Information Network-HSIN, United States Private -Public Partnership-USP3, El Paso Intelligence -EPIC, Financial Crimes Enforcement Network-FinCEN, High Intensity Drug trafficking area-HIDTA, International Association of Crime Area-IACA, International Association of Law Enforcement Intelligence Analysts-IALEIA, International Criminal Police Organization-Interpol, Law Enforcement Intelligence Unit-LEIU, National Crime Information Center-NCIC, National Drug Intelligence Center-NDIC, National White Collar Crime Center-NW3C); analyzes cyber intelligence reports to determine correlation and applicability; shares virtual intelligence information with sector analysts; analyzes network intrusion detection reports and vulnerability assessments to evaluate security posture as it pertains to current operations and information security levels; identifies and updates Geographic Information System points of systems and assets in Connecticut; provides guidance for virtual systems to Fusion Center staff and intelligence sharing community.

Knowledge of research methods and techniques; knowledge of the Criminal Intelligence systems operating policies; knowledge of the Law Enforcement Analytic Standards; knowledge of national/international criminal/terrorism data systems and cycle; knowledge of state and federal constitutional and statutory privacy and civil liberties provisions; interpersonal skills; oral and written communication skills; ability to analyze and forecast data; ability to understand and use computerized databases; ability to utilize federal database systems; ability to analyze data.

Six (6) years of professional experience in the collection, integration, evaluation and analysis of criminal/terrorism information and/or intelligence.

1. College training in may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in Criminal Justice, Intelligence Management, Law Enforcement, Political Science or closely related field may be substituted for one (1) additional year of the General Experience.

• Demonstrated cutting-edge skillset and knowledge of new intelligence interests like critical infrastructure and cyber interdependencies, the dark web, open source document and social media exploitation, etc.
• Experience in Program/Project Management
• Experience planning and organization for data collection
• Excellent written communication, research, and analytical skills
• Excellent oral communication skills for presenting, briefing, or communicating analytical research material including the use of multimedia presentations
• Demonstrated analytical expertise – to include ability to think critically and logically in a dynamic, high-pressure, fast-paced environment
• Familiar with critical infrastructure and National Preparedness guided policy
• Strong background in Cyber security and Cyber Analysis

1. Must obtain a Department of Homeland Security Secret Security clearance within nine (9) months of appointment to class.
2. Incumbent in this class must possess and retain a valid Motor Vehicle Operator's License.
