The Office of the State Comptroller (OSC) is seeking to hire a full-time Agency Information Technology Manager!

In this exciting position you will ensure that all systems are working in compliance with HR statutes, labor agreements, and labor law. We are conveniently located in Hartford at 55 Farmington Avenue, easily accessible for all commuters. Hours are Monday-Friday, 8:00am -4:30pm.

*New State Employees start at minimum salary range.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a constitutional office this class is accountable for the management and direction of all agency information technology systems, applications development, systems maintenance and related functions.

EXAMPLES OF DUTIES

You will be responsible for:

  • managing the HR, Benefits, and Pension portion of our ERP system (Core-CT)
  • ongoing performance and efficiency for Human Resources, Benefits, Pension North American Payroll for active, retiree, judges and other populations;
  • accurately processing and calculating payroll effectively with benefits and deductions
  • ensuring the configuration of Core-CT configuration and processes follow the State’s Human Resource and Benefit business practices, policies and procedures, statutes and various union contractual agreements.

You will also:

  • meet with upper management and make recommendations on human resources, benefits and pension issues;
  • ensure that Core-CT system is documented, maintained and tested from development, integration testing, configuration and production;
  • work cohesively with partners (Central Agencies), policymakers, integration partners (ACA, Health Vendors, Limited Scope Agencies, Financials, Municipalities, Oracle, etc.) and customers of the system while balancing requirements and needs of all parties.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutues and regulations; considerable knowledge of information technology methods, techniques and equipment; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to analyze information technology system problems and implement effective solutions.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in computer or network operations, systems development, information technology analysis and planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a lead capacity.

NOTE: For State Employees this is interpreted at the level of an Information Technology Analyst 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Knowledge of State Human Resources business practices, policies and procedures;
  • Functional understanding and knowledge of Human Resources/Payroll procedures and policies;
  • Knowledge of Benefits and Pension processing;
  • Considerable knowledge configuration and processing of Human Resources, North America Payroll and Benefits within Oracle PeopleSoft;
  • Knowledge and/or experience with Oracle PeopleSoft HRMS applications at 9.2 or higher;
  • Knowledge and or usage of Oracle SQL Plus;
  • Considerable organizational and problem solving skills;
  • Ability to present solutions and options for problems to upper management;
  • Strong verbal and written communications skills, including:
    • competence with development of clear and detailed specifications;
    • policies and procedures;
    • gather requirements from stakeholders and business owners;
    • ability to communicate with users as well as developers;
  • Ability to work on an assignment in a team and/or individually;
  • Ability to map business processes;
  • Ability to provide quality customer service;
  • Strong public speaking skills to provide training to others.
