Transportation Equipment Repair Manager

Introduction

This recruitment is for Transportation Equipment Repair Manager position located in the Connecticut Department of Transportation, Bureau of Highway Operations, Newington. This position is full time, 40 hours per week, Monday through Friday, and in the Managerial Pay Plan MP 66.

The position is responsible for the management of all aspects of the Department of Transportation's fleet, of approximately 4800 units; and replacement value in excess of $200,000,000. The duties include oversite of 12 statewide repair facilities, machine shop and radio communications division; oversite of multi-million dollar equipment purchases and coordination between multiple manufacturers; working with other state agencies and municipalities concerning laws and regulations pertaining to fleet operations; and also requires assignments to emergency duties, including winter snow and whenever his or her services are needed. Incumbents should possess working knowledge of specification writing and contracting.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Office of Maintenance and Highway Operations, this class is responsible for directing the operations of the Equipment Repair Section.

EXAMPLES OF DUTIES

Directs staff and operations in the Office of Maintenance Equipment Repair Section; coordinates, plans and manages office or Repair Garage activities; formulates program goals and objectives; develops or assists in development of related policy; interprets and administers pertinent laws; evaluates staff; prepares or assists in preparation of office or Repair Garage budget(s); maintains contact with individuals both within and outside of office or Repair Garages who might impact on program activities; directs and supervises the automotive/equipment repair facilities in the Office of Maintenance; directs and supervises the development and writing of specifications for the procurement of automotive, highway maintenance, and other related highway equipment; coordinates the use, maintenance, and repair of all Department owned highway maintenance related equipment; directs and supervises all activities of the Department’s machine shop; develops designs and specifications for special equipment used in highway maintenance and oversees its construction in the Department's machine shop; directs and supervises staff and activities of the Department’s service patrol program including vehicle/equipment assignment and repair; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of relevant agency policies and procedures; considerable knowledge of the design, operational requirements and capacities of automotive equipment, highway maintenance equipment, repair shop equipment, and service patrol equipment; considerable knowledge of principles and methods of determining operational equipment needs and preparing operational equipment programs; considerable knowledge of machine shop, repair garage and service patrol operations; knowledge of and ability to apply management principles and techniques; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to analyze equipment repair problems and determine solutions; ability to prepare equipment designs and specifications

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in a large scale program of automotive and/or highway equipment maintenance.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General experience must have been in a supervisory capacity.
Note: For State employees the Special Experience will be interpreted at or above the level of Transportation Garage Supervisor.

SPECIAL REQUIREMENTS

Incumbents in this class may be required by the appointing authority to possess appropriate current licenses or permits.

WORKING CONDITIONS

Incumbents in this class may be exposed to risk of injury when driving in snowstorms.
