As a Principal Human Resources Specialist, you will serve as the sole human resources professional for the agency.  You will carry out all tasks associated with attracting and retaining the highest performing team possible, while also partnering with agency leadership to meet the mission of the agency. 

We are recruiting for a full-time Principal Human Resources Specialist to work in our facility, located on the campus of The University of Connecticut Health Center and Medical School in Farmington, CT.  This position operates 40 hours per week, Monday - Friday.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for acting as a working supervisor over a full range of human resources management functions or for performing as a specialist responsible for performing highly complex agency wide labor and employee relations activities.

EXAMPLES OF DUTIES

Duties and responsibilities associated with this position include, but are not limited to:

Employee/Labor Relations

              ·         Administering collective bargaining agreements relevant to the agency (NP-2, NP-3, NP-6, P-1, and P-4, P-5),

            including the maintenance and posting of seniority lists.

·         Providing advisory services to agency leadership on a full range of employee and labor relations matters.

·         Conducting administrative investigations, writing corresponding reports, and making appropriate recommendations.

·         Coordinating and leading pre-disciplinary meetings.

·         Developing all notifications to unions and attending labor management meetings, as needed. 

 

Position Control/Staffing

  

·         Managing all agency positions within applicable guidelines.

·         Using the State’s Applicant Tracking System (i.e., JobAps) to post job openings and lead the selection, hiring, and onboarding of employees.

·         Conducting outreach and developing strategies for hard to fill positions.

·         Fielding recruiting inquiries from applicants.

 

Health and Safety/Workers’ Compensation

              ·         Serving as the Secretary for the OCME Safety Committee.

·         Serving as the point of contact for the Employee Assistance Program and making referrals, as needed.

·         Coordinating and executing the agency’s workers’ compensation program.

 

Payroll Oversight

 

                ·       Support of time and labor processes, ensuring compliance with payroll policies and procedures and

                    monitoring accuracy. 

                ·    Creating reports to demonstrate overtime utilization

Benefit/Leave Administration

 

·         Effectuates the agency’s payroll on Core-CT (24/7/365 schedules).

·         Administering FMLA and other paid or unpaid leaves.

·         Calculating, communicating, and processing retirement benefits.

·         Managing employee benefits, including the coordination of open enrollment.

 

Equal Employment Opportunity/ADA

 

·         Writing and presenting the agency’s Affirmative Action Plan and maintaining relevant documents and statistics.

·         Providing management advisory services.

·         Coordinating and/or conducting mandatory trainings such as Sexual Harassment Prevention and Diversity training.

·         Serving as the agency’s ADA coordinator.

 

 Duties Unique to Office of Chief Medical Examiner (OCME)

·         Monitoring of compliance with a variety of required personnel health and safety updates, professional certifications and licensure for agency personnel.

·         Coordinating various on-site education and research opportunities related to the agency’s operations.

·         Performing other administrative duties as part of the agency’s leadership team.

·         Creating and updating policies and procedures for the annual Accreditation of the OCME by the National Association of Medical Examiners (NAME).

 

 

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of public human resources administration including recruitment, selection, classification, compensation, career counseling and employee relations; considerable knowledge of relevant state and federal laws, statutes, and regulations; considerable knowledge of labor relations; knowledge of and ability to apply management principles and techniques; knowledge of occupational safety and health; knowledge of and ability to apply organizational development principals and practices; knowledge of payroll regulations, procedures and operations; knowledge of equal opportunity policies and procedures; considerable interpersonal skills; considerable oral and written communications skills; considerable negotiation and conflict resolution skills; considerable ability to analyze and interpret laws, statutes, regulations, policies, and collective bargaining agreements; considerable ability to counsel employees; ability to effectively serve as an advocate; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years professional experience in human resources management.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the full working level in human resources management. For state employees this is interpreted at the level of Human Resources Specialist or Human Resources Consultant 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in public administration, human resources management, labor relations, industrial/organizational psychology or closely related field or law degree may be substituted for one (1) additional year of the General Experience.
3. For state employees one (1) year as a Human Resources Specialist or Human Resources Consultant 2 may be substituted for the General and Special Experience.

PREFERRED QUALIFICATIONS

The successful candidate will possess the following:

Preferred Experience

·         Experience providing advice and counsel on human resources matters, including policies, procedures, collective

bargaining agreements, and best practices.

·         Experience conducting investigations and preparing investigatory reports and evidence.

·         Experience facilitating grievance conferences and responding on behalf of the agency.

·         Experience in benefits administration, payroll, timesheets, FMLA, and other leave administration.

·         Experience using CORE-CT for employee and/or position actions, and using CORE-CT to produce reports, including customized reports.

·         Experience with DAS’s JobAps.

 

Preferred Education

 

Bachelor’s degree or higher

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's License.
