Introduction

The Department of Administrative Services - Statewide Human Resources, Human Resources Service Center is currently recruiting for a candidate to fill the position of Human Resources Consultant 3. The position is full-time, 40 hours per week, Monday through Friday and is located at 450 Columbus Boulevard, Hartford.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services, Statewide Human Resources Management, this class is accountable for performing tasks related to the development of statewide Human Resource Management systems involving strategic planning; classification, job evaluation and compensation; organizational effectiveness and assessment; business rules development and application; personnel assessment, recruitment, and selection; employee relations; human resource training program design, delivery and evaluation; and related special projects. Provides consultation to state agencies' human resources professionals and executives regarding human resources programs, laws, regulations, and business rules.

EXAMPLES OF DUTIES

  • Performs the most complex professional duties in human resources management;
  • Consults with agencies on the full range of human resources issues and ensures all agency actions are in compliance with statutes, regulations, policies and procedures;
  • Hears and presents grievances with statewide impact;
  • Participates in labor negotiations;
  • Responds to complex inquiries requiring research, analysis and interpretation of statutes, regulations and other written documentation;
  • Serves as the statewide contact for situations unusual in nature;
  • Recommends new and/or revised procedures in response to changes in law or policy;
  • Develops and implements information systems to support the human resource function;
  • Analyzes statewide human resource business processes and needs including employee management and position and classification management;
  • Develops reports and solutions through use of IT systems in response to unique agency requests;
  • Applies concepts in new or unique situations;
  • Delivers specialized training programs;
  • Performs independently as a subject matter expert;
  • May lead and facilitate teams including developing project plans, ensuring team progress and action, and evaluating impact or results for effectiveness;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

COMPETENCIES: Please refer to the ADDENDUM #2 COMPETENCY TABLE for a comprehensive listing of minimal competencies required of incumbents to perform duties outlined for this class.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in human resources management.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at or above the level of Human Resources Consultant 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in public administration, human resources management or other closely related field may be substituted for one (1) additional year of the General Experience.
3. For State Employees one (1) year of experience at or above a Human Resources Specialist may be substituted for the General Experience and Special Experience for the advanced working level.

PREFERRED QUALIFICATIONS

The successful candidate will possess the following:

Preferred Abilities:

  • Ability to apply State Human Resources Business Rules;
  • Ability to accurately calculate salary based on transaction type;
  • Ability to organize and write policies and procedures;

Preferred Experience: 

  • Experience creating workforce reports or queries and analyzing/interpreting resultant data, ideally with PeopleSoft;
  • Experience as a Human Resources generalist in a variety of agencies;
  • Experience with Microsoft Suite, particularly Microsoft Excel;

    Preferred Education:

    • A Master’s Degree.

      SPECIAL REQUIREMENTS

      1. Incumbents in this class may be required to travel.
      2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's License.
