The Workers' Compensation Commission is a quasi-judicial agency responsible for the adjudication of disputed workers' compensation claims. The District Operations Supervisor is responsible for overseeing the overall operation of the office. The duties include: assigns and reviews the work of the staff; assists with the recruitment and selection process and participates in interviews for vacancies in the assigned district; acts as the district's liaison with the Chairman's office, claimants, attorneys, insurance representatives and other parties and the commissioners; works with the schedulers to ensure that cases are moving forward appropriately and deadlines are met; troubleshoots and resolves unusual or particularly difficult problems brought forward by the staff. The District Operations Supervisor reports directly to the Chairman (agency head).

The hours are Monday - Friday, 7:45 a.m. - 4:30 p.m. (40 hours per week). This is a position that provides the opportunity to interact with a wide variety of people on a daily basis and to work closely with the Commissioners. Occasional travel within Connecticut may be required.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Workers Compensation Commission this class is accountable for managing and overseeing the operations of the district office, the claims process of injured employees and the dispute litigation resolution process of the Commission.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations on development of policies and standards; acts as liaison with operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; troubleshoots and resolves problems related to Commission hearings; assists in planning and implementation of policies and procedures; serves as liaison with claimants; attorneys, insurance company representatives, employers, investigators and Commissioners; responds to oral and written inquiries from attorneys, insurance company representatives, claimants, etc.; schedules hearings; processes all commission legal and record keeping functions; manages Commissioner's caseload and pending litigation schedule; identifies and resolves scheduling backlog; performs general business functions such as purchasing, mail operations, receiving and inventory control; coordinates and responsible for all aspects of office including security, complying with lease terms, parking, maintenance and custodial services; may make recommendations on policies or standards; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant state and federal laws, statutes and regulations, knowledge of principles and practices of public administration; knowledge of Workers’ Compensation injury procedures in public and private sectors; knowledge of legal practices and procedures in Connecticut; knowledge of legal hearing procedures; knowledge of legal research procedures and terminology; knowledge of office procedures such as personnel and payroll practices and purchasing procedures; considerable interpersonal skills; considerable oral and written communication skills; ability to comprehend and apply statutes, regulations and administrative policies and procedures; ability to deliver presentations for external and internal groups; ability to utilize computer software; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in an administrative capacity in an office dealing with dispute resolutions and applying statutes regulations on a daily basis.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been at the paraprofessional level requiring extensive use of independent judgment in the application of policies and procedures.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (l/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in public administration, business administration or a closely related field may be substituted for one (l) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The preferred candidate will have experience supervising a variety of staff and work experience in a legal, insurance or comparable setting with responsibilities in the area of workers' compensation.
