Transportation Planner 2 (40 Hour)

Introduction

The Connecticut Department of Transportation (CTDOT) has a Transportation Planner 2 position available in the Bureau of Public Transportation, Office of Transit and Ridesharing. This position is a 40 hour per week position with a Monday through Friday schedule.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead and/or for performing the most complex tasks in transportation planning studies, programs and related activities.

EXAMPLES OF DUTIES

This unit is responsible for bus service planning and human services transportation planning and outreach.  The candidate selected for this position will work under the direction of a Transportation Supervising Planner or an employee of a higher grade to:

  • Direct staff of lower title in transportation planning efforts and perform annual reviews,
  • Direct staff in the negotiation of new park and ride lots-commuter lot expansions and additions, coordination of agreements, and associated service changes for CT fastrak system parking.
  • Direct consultants in the performance of studies and analyses.
  • Direct staff in preparation of reports on the analyses of impacts of service changes and  fare increases required under Title VI.
  • Direct staff in updates to Title VI program plans, bus and rail services standards, policies and procedures for the Bureau.
  • Provide technical support to studies being led by other entities, liaise with other state agencies, regional planning agencies, non-profit entities, and consumers concerning transportation services and needs.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of multi-modal transportation planning theory, practices and methodologies; knowledge of environmental considerations involved in transportation planning; interpersonal skills; oral and written communication skills; ability to develop and use computer software including planning models and other programs related to planning process; analytical ability; ability to forecast trends based upon empirical data; ability to comprehend and interpret laws and regulations; some lead ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must include individual responsibility for the coordination of complex planning projects in a relevant planning area.
Note: For State Employees this is interpreted at the level of Transportation Planner 1 or Transportation Engineer 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.
