The Department of Housing, strengthens and revitalizes communities by promoting affordable housing opportunities. The Agency seeks to eliminate homelessness and to catalyze the creation and preservation of quality, affordable housing to meet the needs of all individuals and families statewide.  As the Housing & Community Development Manager, you will be responsible for oversight of the Housing & Community Development Unit and help ensure that Connecticut continues to be a great place to live and work.   Located just outside of downtown Hartford at 505 Hudson Street, this is  a Monday thru Friday, 40 hr/week position.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Housing, this class is accountable for directing housing and/or community development programs and/or projects.

EXAMPLES OF DUTIES

Directs staff and operations of one or more units; coordinates, plans and manages unit activities; formulates program goals and objectives; tracks progress and evaluates goals and objectives; develops or assists in the development of related policy and procedures; interprets and administers pertinent laws; evaluates staff; prepares or assist in the preparation of agency budget; maintains contacts with individuals both within and outside of the agency who might impact on program or project activities; provides technical assistance and administrative oversight of local, state, regional, federal and private aid programs for housing and community development purposes; plans and conducts special studies and evaluations on program operations; assists with the formulation of legislative changes affecting programs and projects; makes recommendations regarding policy, programs and funding decisions; represents the department at public forums as required; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of principles and objectives of housing and community development related programs to include, but not limited to, capital subsidy programs for affordable housing and housing and homeless services programs; knowledge of public housing management and associated processes; knowledge of real estate development and finance; knowledge of public and private housing financing models; knowledge of commercial lending or equity investment underwriting; knowledge of local housing authorities' functions and processes; considerable interpersonal skills; considerable oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience in administering housing and community development programs including the areas of affordable housing and community development, real estate finance and/or development, legal, underwriting, project management, advocacy or policymaking capacity.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a lead or supervisory capacity performing the most complex duties related to the development, implementation and monitoring of housing programs and projects.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's Degree in housing and community development, housing studies, housing and human environments, urban planning, business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

The preferred candidate will have the following:

  • Ability to plan, implement and evaluate housing finance or community development finance programs
  • Ability to review, analyze and prepare financial assistance applications for various government funding opportunities
  • Ability to provide technical advisory assistance to government entities at the local, state and federal levels regarding affordable housing and community development
  • Experience with project management of construction projects
  • Experience with Microsoft Office applications, especially Word, Excel & PowerPoint

SPECIAL REQUIREMENTS

1. Incumbents in this may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
3. Incumbents in this class may be required to speak a foreign language.
