Introduction

The Bureau of Materials Management and Compliance Assurance is responsible for the proper management of wastes, chemicals and other materials that are critical to the protection of the environment, public health and safety.  The Water Permitting and Enforcement Division is responsible for regulating wastewater discharges.

The Water Permitting and Enforcement Division has a current opportunity for an Engineer Intern. Engineer Interns receive training under direction of a supervisor or senior staff for a period of one year before being promoted to the target class of Sanitary Engineer 1 upon successful completion of the training period. This Engineer Intern will be responsible for the permitting of industrial pretreatment discharges and enforcement of regulations and statutes related to industrial pretreatment discharges.  

This is a 35 hour, full time, Mon. - Fri., first shift position. May be required to attend evening meetings.     

Salary Note: Upon initial entry to this class, incumbents will be placed in Salary Group ES 18, step 5, $53,743.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional engineering skills and knowledge in order to qualify for advancement to the technical engineering work of the agency.

EXAMPLES OF DUTIES

Performs a wide variety of increasingly difficult duties as technical skills are acquired during course of training period.

The successful candidate will be responsible for assisting staff of a higher grade in the Water Permitting and Enforcement Division in the performance of the following tasks:
Review and process water discharge permit applications for wastewater discharges in order to protect the waters of the state from pollution;
Review engineering reports, plans and specifications related to the conveyance and treatment of wastewater;
May assist in field investigations at sites of existing and proposed wastewater treatment and disposal systems;
Assist in the initiation of enforcement actions to bring non-compliant dischargers back into compliance with applicable laws and regulations;
May represent the Department at public hearings, meetings and in court proceedings;
Work with municipal, federal, and other state agency officials; and
Other tasks as necessary to meet the statutory responsibilities of the Department related to wastewater permitting and enforcement.

KNOWLEDGE, SKILL AND ABILITY

General knowledge of basic engineering theories, principles and methods; skill in use of drafting and calculating instruments; considerable ability in performing mathematical computations, making neat and accurate drawings and preparing minor design and structural details; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Bachelor's degree in the discipline required by the target class.

PREFERRED QUALIFICATIONS

PREFERRED CANDIDATE WILL HAVE:

A Bachelor’s or Master's degree in engineering with relevant course work or experience in the following areas: chemical, civil, environmental, or sanitary engineering; water pollution control or wastewater treatment; hydraulics and/or hydrology; stream water quality modeling; interpreting and enforcing environmental laws and regulations;

good project management skills and the ability to prioritize and track multiple tasks;

excellent written and oral communication skills;

computer proficiency; and

the ability to work with others in a professional manner.
