The Department of Administrative Services' Office of Education and Data Management (OEDM), part of Construction Services, is currently accepting applications for Training Program Coordinator. The position is full-time, 40 hours per week, Monday through Friday, and located at 450 Columbus Blvd. in Hartford, CT.
OEDM performs credentialing responsibilities - including training, testing and records maintenance - for building code enforcement and fire officials, as well as provides code-related instruction to individuals in the allied trade and design professions. The office is migrating some of its training to online modules, so it is critical that the Training Program Coordinator has experience in both the technical and instructional aspects of overseeing the development, delivery and administration of an online training function.

The Training Program Coordinator will oversee all aspects of OEDM's new online training initiative, including development and delivery of a series of online continuing education courses and webinars in a variety of code areas for licensed building code officials and certified fire officials. Responsibilities will include needs assessment, development of learning objectives and assessment test banks, research, collaboration with outside training organizations, and program evaluation. This position will lead an OEDM Trainer, outside instructors and contract providers in online instructional design methods, elearning technology and presentation standards. The Training Program Coordinator will serve as the liaison with OEDM's Learning Management System (LMS) provider regarding all administrative functions, both pre- and post-learner participation, and establish and monitor deadlines for all external and internal resources.
The Training Program Coordinator will also oversee the assessment processes for both pre-credentialing and online continuing education training, including the development and maintenance of up-to-date code testbank questions and organization, test development and administration, scoring and reporting of grades, and recommend changes to programs and test items based on exam results.
This position will also provide oversight for all of OEDM's technology resources, including database evaluation, development and migration; testing and exam software application; online learning module development software; LMS administration; communication tools such as list serve and drop box; and software application and hardware for OEDM Trainers and performs related duties as required.
1. Ability to conduct needs assessments and identify content areas required to coordinate a series of training modules within a technical content area.
2. Understanding of the technological and instructional requirements for both developing e-learning modules and administration of an online training system.
3. Familiarity with industry standards as well as emerging software and technological trends to inform e-learning program decisions and data tracking options.
4. Understanding of student performance and assessment statistics for use in refining credentialing examinations and online modules.
5. Experience coordinating the development and statistical measurement of assessment question banks and credentialing examinations.
