Introduction

The mission of the Connecticut Department of Consumer Protection (DCP) is to ensure a fair and equitable marketplace as well as safe products and services for consumers in the industries that it regulates. The Drug Control Division of DCP works to protect the health and safety of Connecticut residents by regulating all persons and firms involved in the distribution of all legal drugs, medical devices and cosmetics in Connecticut. The Division oversees Connecticut licensing for pharmacies, pharmacists, controlled substance providers and laboratories, pharmacy technicians, manufacturers and wholesalers of drugs, cosmetics and medical devices and medical marijuana.  The Drug Control Division is also responsible for the Prescription Monitoring Program.

DCP's Drug Control Division has a current opportunity for a Health Program Assistant 2. This position will work under the Strategic Prevention Framework for Prescription Drugs and will be located at 450 Columbus Blvd., Hartford, CT.

The position is full time, 35 hours per week, Monday through Friday, however, must be flexible in order to meet the needs of the agency. 

Must have a valid driver's license. May be required to travel.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state health program or project, this class is accountable for compiling and interpreting fiscal and programmatic data and statistics, developing and implementing program plans and monitoring and evaluating a state health program or project for the purposes of quality assurance and compliance with State and Federal laws.

EXAMPLES OF DUTIES

As with all jobs in the generic health program series the exact duties vary considerably depending on the nature of the program and the current stage in its life cycle. Typical examples of work performed at this level include:
assists in the preparation of sections of state health plans or special federal or state program plans; gathers fiscal, programmatic, census and other kinds of needed data from complex calculations and interpretations; reviews program grants requests and monitors fiscal and programmatic performance of grants using agency regulations and guidelines; monitors programs using site visits when necessary; assists in the preparation of program objectives and evaluation of program results; prepares information for public distribution; may serve as staff to a task force or committee; may answer general informational questions for the public; may serve as a liaison between the program or project and specific people or organizations for the purpose of keeping information flowing; may assist in epidemiological investigations; performs related duties as required.

This specific position will complete all deliverables under the Strategic Prevention Framework for Prescription Drugs (SPF-Rx) grant, which includes:
1) Developing and implementing community based social marketing and public education strategies.
2) Collecting and submitting CT Prescription Monitoring and Reporting System (CPMRS) data for analyses and interpretation.
3) Developing and disseminating of CPMRS data reports including but not limited to practitioner, pharmacists and law enforcement utilization reports and aggregate controlled substance prescription data to stakeholders and the general public.
4) Assisting in the preparation and submission of grant reports and budgets.
5) Reviewing the state data on prescription drug/opioid misuse and overdose related deaths to determine the populations and communities for targeted interventions.
6) Contributing to the development of a strategic plan that identifies a process for choosing and allocating resources to these targeted communities.
7) Selecting a pilot for the integration of the CPMRS with Electronic Medical Records (EMRs) to improve physician access to patient data and reduce the incidents of overprescribing .

KNOWLEDGE, SKILL AND ABILITY

Knowledge of purposes, plans, objectives and programs of public health agencies including the changing patterns of preventive medicine and environmental health; knowledge of the changing aspects of socio-medical philosophies; knowledge of state and community organizations and programs involved in the field of health; considerable oral and written communication skills; interpersonal skills; ability to conduct independent research, develop and gather data.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in a professional capacity in a health organization.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in health care program administration, a health systems agency or other health care organization in at least one of the following areas:

1. grant writing or monitoring;
2. formal program planning, development, management or evaluation;
3. or program consultation.

For State Employees this is interpreted at the level of Health Program Assistant 1.

Note: A health care organization is defined as a large multi-dimensional agency with responsibility for developing health programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (l5) semester hours equals six (6) months of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in public health, health education, hospital administration, or public administration or other closely related field may be substituted for one (1) additional year of the General Experience.
3. For State Employees one (1) year as a Health Program Assistant 1 may substitute for the General and Special Experience.

PREFERRED QUALIFICATIONS

Experience with communication strategies;

Experience in preparing health education program objectives and evaluating program results;

Experience with computers and data management;

Experience in the preparation of written materials (i.e. reports, letters, grants, minutes, etc.);

Oral and written communication skills;                                                                                               

Experience with Microsoft Office Suite.

Incumbents in this class may be required to travel.
