Introduction

The Department of Administrative Services' Office of Education and Data Management (OEDM), part of Construction Services, is currently accepting applications for Trainer. The position is full-time, 40 hours per week, Monday through Friday, and located at 450 Columbus Blvd. in Hartford, CT.

OEDM performs credentialing responsibilities - including training, testing and records maintenance - for building code enforcement and fire officials, as well as provides code-related instruction to individuals in the allied trade and design professions. The office is migrating some of its live training to online modules, so it is critical that the Trainer has experience developing online instruction, as well as knowledge of Connecticut State Building and Fire Codes.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for independently performing a full range of tasks in preparing and conducting training programs.

EXAMPLES OF DUTIES

Prepare online training modules and conduct webinars in Connecticut State Building and Fire Codes; review online training offerings from outside vendors and modify to include Connecticut State Building and Fire Codes; conduct needs assessments; develop course objectives, curricula, outlines and contents; develop assessment objectives and test questions; research learning materials and resources; monitor and evaluate training courses and participants' progress; review outside credit applications to determine applicable credit hours; provide technical assistance and consultation; maintain records and prepare reports; organize and maintain a library of e-learning training materials and performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of principles and techniques of training and staff development; knowledge of education methods and techniques; ability to assess training needs and determine objectives; ability to develop, organize and conduct training courses; considerable interpersonal skills; oral and written communication skills; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of technical experience in training, staff development, or adult education.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

1. Experience developing online training in the Connecticut building and fire codes;
2. Experience developing training in the Connecticut building and fire codes;
3. Experience developing online training modules in a technical content area;
4. Experience hosting webinars;
5. Experience in MS Office, especially PowerPoint;
6. Subject matter expert in Building and Fire Codes;
7. Familiarity with online development software and use and testing of Sharable Content Object Reference Model (SCORM) compliant files;
8. Proven ability to collaborate with subject matter experts;
9. Experience developing assessment questions based on learning objectives and training module content;
10. Verbal and written communication skills.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess specialized certifications for designated positions prior to appointment.
2 Incumbents in this class may be required to travel.
3 Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
