Introduction

This is a unique management position suitable for a creative individual who has a passion for the arts, culture or preserving the historic assets of Connecticut.  The incumbent is accountable for strengthening the state's cultural and historic-preservation community to foster the awareness and growth of Connecticut's historic and cultural assets in support of other agency initiatives that will promote economic and community development.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Economic and Community Development this class is accountable for administering the programs, customer service and operations of the division.

EXAMPLES OF DUTIES

Administers staff and operations of a division; develops, implements and evaluates division policies, goals and objectives; implements new procedures or revisions; designs and develops programs and activities; implements new procedures and procedural revisions; determines appropriate staffing levels and directs management and coordination of staff; designs and implements performance review standards for division staff; prepares division budget; maintains contacts with customers within and outside of division who might impact on policy or program activities; interprets and administers pertinent laws; directs preparation of comprehensive reports and presentations on division or agency activities; may represent Commissioner on various boards and commissions; may supervise and/or lead quality improvement teams and other agency committees; may participate in legislative hearings relating to department; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to apply management principles and practices; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of principles and practices of policy and program development; considerable knowledge of principles and practices of economic and community development at federal, state and local level; considerable knowledge of industry, practices, markets and locational issues; knowledge of real estate development and finance principles; considerable interpersonal skills; considerable oral and written communication skills; considerable negotiation skills; considerable ability to analyze and solve problems; considerable ability to plan for and implement a customer service program; ability to analyze plans and proposals.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years' professional experience in housing, economics, residential and/or commercial finance, business development, industrial development or community development.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the level of Community Development Director or above.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's Degree.
2. A Master's Degree in planning, economics, housing, urban development, finance, business and/or public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

At least two (2) years of experience directing museum operations, managing a tax-credit program, and managing a budget that contains at least $1 million of funds from federal or State grants.

Knowledge of Connecticut tax credit programs. Knowledge of budgeting and reporting requirements associated with federal and State programs for art programs.  Ability to represent the agency on State and national organizations dedicated to the arts or cultural programs. A Bachelors of Fine Arts or related degree is preferred. 

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
