The Connecticut State Department of Education (CSDE) is now accepting applications for an exciting Education Bureau Chief opportunity in Hartford, CT. CSDE is the administrative arm of the Connecticut State Board of Education. Through leadership, curriculum, research, planning, evaluation, assessment, data analyses and other assistance, the Department helps to ensure equal opportunity and excellence in education for all Connecticut students. The Department is responsible for distributing funds to all Connecticut public school districts. The Department also operates the Connecticut Technical Education and Career System.

The Role: You will serve as a leader and manager of the newly developed Office of Dyslexia and Reading Disabilities. Highlights of the position include communication with Connecticut's Educator Preparation Program Providers, collaboration with members of the Talent & Academic Office, and the Bureau of Special Education (see preferred qualifications below). 

Special Requirement Note: The Special Requirement for this position is possession of at least one of the following certifications; Integrated Early Childhood, Comprehensive Special Education, Remedial Reading AND possession of at least one of the following certifications; O92 Intermediate Administrator or 093 Superintendent.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Education, this class is accountable for directing the operation of an education services bureau.

EXAMPLES OF DUTIES

Directs Education programs and staff activities and manages all related functions; develops comprehensive long and short term goals and objectives which support educational initiatives and agency mission; participates and makes recommendations in review and formulation of agency policy, program priorities, funding, legislation and regulation; develops or assists in the development of educational programs in area of specialty; provides consultant services for these programs and services; interprets and administers pertinent laws within assigned bureau; controls fiscal operations within bureau by determining priority of expenditures of financial and related resources; evaluates and assesses staff performance; responds to inquiries from the public, Governor’s office, and federal, state and local educators concerning education initiatives and programs; maintains statewide responsibility for all bureau programs and activities and represents agency and state in related activities as required; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of the philosophy and methods of education, with emphasis on educational administration and management; considerable knowledge of the objectives and purposes of educational programs within area of specialty; considerable knowledge of the principles of professional management; considerable knowledge of public school administration; knowledge of the principles and techniques of budgetary preparation and fiscal management; considerable interpersonal skills; considerable written and oral skills; considerable ability to understand and apply relevant state and federal laws, statutes and regulations.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

An earned advanced degree and ten (10) years of experience in the field of Education or in a related areas.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been at the full advanced working level in the oversight of the development or administration of an educational bureau, system, operation, school or service.

Note: For State employees, this is interpreted at the level of Education Consultant.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. A 092 certificate (Intermediate Administrator), or 093 certificate (Superintendent), or Sixth Year Diploma in Educational Leadership, or an Ed.D. (Doctorate in Educational Leadership) may be substituted for one (1) additional year of the General Experience.
2. An advanced degree and three (3) years of managerial experience in the oversight of the development or administration of an educational bureau, system, operation, school or service may substitute for the General Experience and the Special Experience.

PREFERRED QUALIFICATIONS

  • Possession of at least one of the following certifications; Integrated Early Childhood, Comprehensive Special Education, Remedial Reading AND possession of at least one of the following certifications; O92 Intermediate Administrator or 093 Superintendent.  
  • Experience working at the managerial or supervisory level in Education Preparation Programs (EPP) and/or PK-12 setting.                      
  • Experience coordinating and managing a wide range of tasks and timelines with internal and external stakeholders to include a combination of the following (EPP, Colleges, Universities, Teachers’ Unions/Associations) specific to dyslexia and reading disabilities in special education.                                  
  • Experience in research, measurement, and analytics with the ability to synthesize complex information into concise and compelling messaging and reporting related to special education.                                         
  • Experience in accessing and navigating complex environments with multiple stakeholders, a wide array of divergent points of view and the ability to build consensus and build/maintain productive working relationships in special education to include staff, parents, and outplaced school environments.                  
  • Experience in coordinating feedback structures from a variety of stakeholders to inform and promote continuous improvement in special education services related to dyslexia and remedial reading.      
  • Experience leveraging and aligning external partners, families, and community providers to support an organization's talent/personnel efforts specific to dyslexia and remedial reading.

SPECIAL REQUIREMENTS

May be required to possess an appropriate certificate issued by the State Board of Education.
