Join our team as an Environmental Analyst 3 and play a key role in advancing statewide implementation of drinking water regulations that safeguard public health.

The Connecticut Department of Public Health (DPH) is seeking a motivated and knowledgeable Environmental Analyst 3 to serve as the lead analyst in the Lead and Copper Rule Implementation Unit (LCRIU) within the Drinking Water Section. This position will support statewide efforts to reduce lead exposure and ensure compliance with the Lead and Copper Rule (LCR), Lead and Copper Rule Revisions (LCRR), and the upcoming Lead and Copper Rule Improvements (LCRI).

In this leadership role, you will guide lower-level analysts, oversee regulatory implementation, and ensure consistency in how Connecticut’s public water systems monitor, report, and reduce lead and copper levels.

      IN THIS ROLE YOU WILL:
      • Lead and oversee the work of lower level environmental analysts in the LCRIU.
      • Ensure consistent implementation of current and new lead and copper rules statewide.
      • Develop and provide materials to train DWS staff, public water systems, and certified operators on current and new lead and copper rules.
      • Generate lead and copper rule compliance reports to create candidate violations and review calculations to determine lead and copper action level exceedances. Oversee LCRIU staff review and actions taken on all candidate violations and exceedances.
      • Update and maintain public water system information in DWS databases and tracking applications.
      • Oversee the designation of optimal water quality parameter ranges for corrosion control treatment systems.
      • Review water quality data to determine compliance with corrosion control treatment technique requirements.
      • Review and process monthly operation reports for corrosion control treatment systems.
      • Review and process lead and copper monitoring reduction requests for public water systems.
      • Review and process requests from public water systems to deem to have optimized corrosion control treatment.
      • Review public water system sampling site plans and verify compliance with lead and copper sample site selection requirements.
      • Develop new forms, operating procedures, and guidance for internal and external use necessary to implement the current and new lead and copper rules.
      • Provide regulatory and technical assistance to staff, public water systems, water system operators, consultants, and local health on issues related to lead and copper.

        PURPOSE OF JOB CLASS (NATURE OF WORK)

        In the Department of Energy and Environmental Protection this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical review and analysis of environmental program data and issues within the environmental field, developing recommended actions and programs and implementing policy and program decisions.

        In other state agencies this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical review and analysis of environmental program data and issues, developing recommended actions and programs and implementing policy and program decisions.

        EXAMPLES OF DUTIES

        WORKING LEAD: 

        • As assigned by the supervisor, distributes, prioritizes, assigns and reviews unit work; 
        • Provides staff training and assistance; 
        • Conducts or assists in conducting performance evaluations; 
        • Acts as liaison with operating units, agencies, consultant staff and other outside officials regarding unit policies and procedures; 
        • Recommends policies and standards; 
        • Prepares reports and correspondence; 
        • Performs related duties as required.

        ADVANCED WORKING LEVEL: 

        • Conducts specialized planning, research, inventory, environmental quality and natural resource studies; 
        • Provides technical assistance in identifying state resources, planning and implementing natural resource education programs and formulating environmental policies and management practices; 
        • Designs elements to be included in plans; 
        • Develops programs and regulations to implement environmental policy; 
        • Serves as program coordinator; 
        • Reviews and analyzes proposed legislation or projects for consistency with policies, plans and statutes; 
        • Designs and conducts site investigations; 
        • Prepares environmental impact statements and recommends corrective actions and alternatives; 
        • Coordinates permit, monitoring and enforcement activities; 
        • Reviews and coordinates grants programs; 
        • Reviews and makes recommendations regarding permit and registration requests; 
        • Serves as department representative on various regulatory and advisory boards and committees; 
        • Prepares informational and educational materials, grant applications, legal documents, budget information and review and enforcement reports; 
        • Oversees development and preparation of publications and guidelines on environmental protection, natural resource education and other issues; 
        • Serves as agency program coordinator; 
        • Monitors and testifies at public hearings; 
        • Serves as a legislative liaison; 
        • Makes recommendations on policies or standards; 
        • Prepares reports and correspondence; 
        • Leads lower level staff on assigned projects; 
        • Performs related duties as required.

        KNOWLEDGE, SKILL AND ABILITY

        MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

        Seven (7) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

        MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

        • College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
        • A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
        • NOTE: Education may only be substituted for a total of five (5) years.
        • For state employees one (1) year of experience as an Environmental Analyst 2 or two (2) years of experience as an Environmental Analyst 1 may be substituted for the General Experience.

        PREFERRED QUALIFICATIONS

        • Experience with state and/or federal regulations related to safe drinking water, specifically the lead and copper rules, and experience in compliance determination for regulated public water systems.
        • Experience with the lead and copper rules and implementation of rule requirements related to lead and copper monitoring and reporting, water quality parameter monitoring, sampling site plan and sample reviews, monitoring reduction requests, treatment techniques requirements, public notification and education requirements, and service line inventory requirements and review.
        • Experience with the new federal Lead and Copper Rule Improvements (LCRI) requirements.
        • Experience using software applications to analyze data for compliance determination, including, but not limited to, the Safe Drinking Water Information System/State and other applications.
        • Experience conveying state and federal drinking water rule regulatory requirements to public water systems, certified water system operators, and drinking water testing laboratories.
        • Experience with development of SOPs, standardized forms, and guidance documents related to implementation of rules for internal and external use.

        SPECIAL REQUIREMENTS

        • Incumbents in this class may be required to travel.
        • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

        WORKING CONDITIONS

        Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
