The Capitol Region Mental Health Center (CMHC), under the umbrella of the State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking a Clinical Psychologist (PCN 27707) to join our team. Capitol Region Mental Health Center (CRMHC) is a community based mental health center, operated by the Connecticut Department of Mental Health and Addiction Services, which provides an array of innovative clinical and community support services to individuals with a psychiatric disability, in many cases with co-occurring problems of substance abuse. Our mission is to partner with persons in recovery to ensure access to high quality and culturally competent person-centered behavioral healthcare services.

The Inpatient Treatment Unit is a sixteen bed inpatient care unit which operates seven days a week, 24 hours a day. The major function of the program is to provide inpatient services to people from the CRMHC service area with a focus on those who are uninsured, who cannot obtain services from other providers, and are served by CRMHC.  This program provides a broad range of services including medication management, individual and group therapy, occupational therapy, and recreational interventions.  The average length of stay in this program is about 180 days.

The Outpatient Services team provides outpatient clinical care for clients who have been diagnosed with a serious mental health disorder, and may also be dually diagnosed with mental health and substance abuse disorders, have severe trauma histories, behavioral or legal issues. The team uses the Integrated Dual Diagnosis Treatment model, a stagewise treatment approach geared to the client’s readiness to accept services. We use a team approach to provide comprehensive, intensive and continuous services to clients who have been resistant to traditional forms of treatment, are unable to maintain themselves in the community without support, and tend toward high utilization of inpatient services. These are interdisciplinary teams which include psychiatrists, licensed clinicians, psychotherapists, community support specialists, and employment specialists.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state facility this class is accountable for performing the full range of psychotherapy or other professional psychological services including diagnostic testing, behavior modification, program development and evaluation, community outreach, education and training, rehabilitation and/or research.

EXAMPLES OF DUTIES

  • Participates in and coordinates clinical psychological services for a complex ward or group of wards or comparable units staffed by psychiatric, nursing or other individual care personnel; 
  • Provides consultation on difficult cases representing complex intellectual, emotional and/or social problems; 
  • Engages in diagnostic and psychotherapeutic services; 
  • Attends staff meetings; 
  • Coordinates psychological treatment modalities with other disciplines and services; 
  • Develops and implements new service programs; 
  • Conducts research and reports findings in a manner suitable for professional publication; 
  • Consults with community agencies and organizations; 
  • Conducts training sessions for interns and staff and may participate in training of psychiatric residents; 
  • May address lay and professional groups; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • abnormal and clinical psychology; 
    • and skill in selection, administration, scoring and evaluation of intelligence, achievement, personality and diagnostic tests; 
    • psychological research methodology including experimental design, data analysis and application of findings; 
  • Knowledge of other psychological disciplines;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A doctorate degree in clinical or counseling psychology and one (1) year of post-doctoral experience as a psychologist working under the supervision of a licensed psychologist.

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess and retain a license to practice psychology in Connecticut. Any person employed by the State of Connecticut prior to July 1, 1985 with a title in the Psychology series of the classified service shall be exempt from the above licensure requirement pursuant to Public Act 613, Section 119(c). For certain positions the appointing authority may require state licensure.
  • Incumbents in this class must possess and maintain eligibility for participation in federal health care programs as defined in 42 U.S. § 1320a-7b(f).
  • Incumbents in this class may be required to be fluent in a foreign language or proficient in the use of American Sign Language.
  • Incumbents in this class may be required to travel.

WORKING CONDITIONS

Incumbents in this class may be required to lift and restrain individuals or inmates; may have some exposure to communicable/infectious diseases and to risk of injury from assaultive/abusive individuals or inmates; may be exposed to disagreeable conditions.
