The State of Connecticut, Division of Emergency Management and Homeland Security (DEMHS), has an exciting opportunity for an Emergency Management Trainer.

Position highlights
Responsibilities of this position include:
  • Developing, revising and presenting cyber security awareness courses across the state; and
  • Developing both virtual and in-person presentations. 
Additionally, as an Emergency Management Trainer you may also:
  • Present incident command classes such as ICS-300,ICS-400 and Incident Command for Schools;
  • Assist in the planning and execution of the annual statewide exercise; 
  • Prepare and present tabletop exercises; 
  • Assist in running annual CERT Day;
  • Fill a position in the state emergency operations center during activations; and
  • Present classes for emergency operations center skillsets.
This is a full-time position, 40 hours per week, Monday thru Friday, opportunities for overtime available on weekends. Our office is located at 1111 Country Club Road Middletown CT.

DEMHS is charged with developing, administering, and coordinating a comprehensive and integrated statewide emergency management and homeland security program that encompasses all human-made and natural hazards, and includes prevention, mitigation, preparedness, response, and recovery components to ensure the safety and well-being of the citizens of Connecticut.

        Candidates who have been selected for employment with the Department of Emergency Services & Public Protection are subject to a detailed background investigation, including a fingerprint supported state and federal criminal history record check along with reference checks. Selection for employment is contingent upon satisfactory completion of the background investigation.

        Any pending disciplinary history within the past 2 years and review of attendance records are also considered in this selection process.

        PURPOSE OF JOB CLASS (NATURE OF WORK)

        In a state agency this class is accountable for independently performing a full range of tasks in preparing and conducting training programs.

        EXAMPLES OF DUTIES

        • Prepares and conducts training courses;
        • Assists in planning, developing, coordinating and evaluating comprehensive training programs;
        • Conducts needs assessments;
        • Develops course objectives, curricula, outlines and contents;
        • Selects and develops training methods and materials;
        • Researches learning material and resources;
        • Monitors and evaluates training courses and participants progress;
        • Provides technical assistance and consultation;
        • Maintains records and prepares reports;
        • Organizes and maintains a library of training materials;
        • May conduct drills and exercises;
        • Performs related duties as required.

        KNOWLEDGE, SKILL AND ABILITY

        • Knowledge of
          • principles and techniques of training and staff development;
          • education methods and techniques;
        • Considerable
          • interpersonal skills;

        • Ability to
          • assess training needs and determine objectives;
          • develop, organize and conduct training courses;
          • utilize computer software.

        MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

        Six (6) years of technical experience in training, staff development, or adult education.

        MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

        • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
        • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
        • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

        PREFERRED QUALIFICATIONS

        • Experience in the field of cyber security.
        • Experience implementing Homeland Security Exercise and Evaluation Program (HSEEP) principles.
        • Experience planning and executing drills and exercises related to HSEEP.
        • Experience communicating orally or in writing with government and private sector officials.
        • Experience working with Adobe.
        • Experience working with Microsoft Office Suite, with emphasis on Outlook, Word, PowerPoint and Excel.
        • Experience working with Microsoft TEAMS, ZOOM or comparable platform.  

        SPECIAL REQUIREMENTS

        • Incumbents in this class may be required to possess specialized certifications for designated positions prior to appointment.
        • Incumbents in this class may be required to travel.
        • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
