The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking a qualified individual for the position of Behavioral Health Clinical Director (PCN 139525) to join our team. This position will be responsible for overseeing the Coventry Street Outpatient Division, a large, behavioral health, outpatient clinic with Capitol Region Mental Health Center (CRMHC). In total, the position oversees three multidisciplinary teams that collectively serve about 1,000 clients. WHAT YOU'LL BE DOING:
- Serving as the Director of Social Work and is responsible for offering support and guidance to all social workers across the facility, including representing their interests and concerns and upholding the core values of social work, including cultural diversity, equity and inclusion
- Directly overseeing three Supervising Clinicians, a psychologist, and an Administrative Assistant
- Overseeing two specialty-population group homes under contract with affiliated not-for-profit providers
- Being responsible for the environment of care at the site, coordinating with the embedded APOs and the Safety Officer, as needed
- Providing high-level clinical risk assessments, including psychosexual, co-occurring, trauma, and physical violence assessments to mitigate risks and concerns, and coordinates with the facility medical director, Mobile Crisis and contracted residential providers to support the outpatient teams in delivering quality care to clients and ensure community safety
- Overseeing compliance with Joint Commission Hospital accreditation for the division, as well as with all state and federal statutes and requirements
- Responding to clinical critical incidents both on site and in the community, conducting root cause analysis to identify errors and then create and implement mitigation strategies, including policy development and division and/or facility wide staff training
- Representing the facility with external providers like city hospitals and police departments, as well as with staff from the Commissioner's Office and may represent the facility on long-term projects with any external partner
- Participating in strategic planning for the facility, being a member of the Senior Leadership Group and the Governing Body and reports directly to the CEO

Capitol Region Mental Health Center (CRMHC) is a community based mental health center, operated by the Connecticut Department of Mental Health and Addiction Services, which provides an array of innovative clinical and community support services to individuals with a psychiatric disability, in many cases with co-occurring problems of substance abuse. In addition to the function of providing individuals with behavioral health services, CRMHC also collaborates with the Greater Hartford DMHAS-Funded Mental Health Programs that is comprised of 15 non-profit agencies located in Hartford and West Hartford. These agencies work together to provide a comprehensive array of behavioral health services to nearly 3300 individuals and families.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A Master's degree in a clinical discipline, public health administration, health care administration or hospital administration and six (6) years of professional experience in behavioral health care.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a managerial or supervisory capacity directing clinical operations or the delivery of behavioral health care services including the supervision of professional behavioral health care staff.
NOTE: For State Employees, this is at the level of Behavioral Health Clinical Supervisor.
PREFERRED QUALIFICATIONS
- Current State of Connecticut Licensure as a Clinical Social Worker (LCSW)
- Experience managing a state-operated, behavioral health, outpatient clinic serving 500 or more clients
- Experience conducting risk assessments in the following domains: psychosexual, trauma, co-occurring disorders, physical violence, and severe and persistent psychotic thought disorders
- Experience managing a unionized workforce
SPECIAL REQUIREMENTS
Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
