The State of Connecticut, Office of Workforce Strategy (OWS) is seeking to hire an appointed Good Jobs Challenge Program Manager (Durational) to assist in duties and oversight of a recent grant award through the American Rescue Plan in Hartford, CT.

About us: The OWS was granted nearly $24M in federal assistance dollars for a project titled “Strengthening Sectoral Partnerships Initiatives.” The GJC Program Manager will oversee all sub-recipients, program monitoring, fiscal monitoring, and support staff for this grant.

Our ideal candidate must be an excellent written and verbal communicator with strong project management skills, has familiarity with the Workforce System (including the Regional Workforce Investment Boards, state and colleges education system, community-based organizations, and state agencies), competency with Microsoft Office/related programming (Outlook, Word, Excel, PowerPoint), and strong attention to detail. An ideal candidate will also be effective, versatile, action-oriented and dedicated to efficient productivity.
These dollars for this project are available for a short duration, through June 30, 2025, so we are seeking a motivated candidate to lead all aspects of and manage the following:
  • Perform specialized related duties in the area of grants management.
  • Develop and implement goals and objectives, evaluation standards, timetables, other program components and department policy for program area and individual projects as well as prepare grant proposal.
  • Monitor use of grant monies awarded to Awardees to ensure adherence to all terms and conditions.
  • Facilitate direct grant process.
  • Provide technical assistance and act as resource person to Sub-recipients.
  • Monitor and assess ongoing programs for conformance to reporting requirements, general budget and timetable guidelines and program effectiveness.
  • Monitor the collection of required contract documents (Certification of Resolution, Verification of LLC, Letters of Good Standing from DOL/DRS, etc) for Sub-recipients.
  • Creation, collection, review, and execution of contracts for Sub-recipients.
    a. Includes verification and contract checklists for OWS and OAG.
    b. Includes the development of a file retention system documenting, at minimum, contracts, invoices, and communication for post audit.
  • Coordinate, plan and manage program execution of Sub-recipients.
    a. Includes working directly with Sub-recipients for continuous improvement towards outcomes measures.
  • Oversee the outcomes of Sub-recipients on, at minimum, a quarterly basis of all approved projects.
  • Liaison with all training providers, workforce investment boards, and the awarding agency (EDA/Department of Commerce).
  • Assist in development of and implement the Marketing plan in conjunction with CareerConneCT and other state marketing efforts to ensure that the marketing resources are well-utilized.
Position Highlights:
  • Full-time, 40 hours per week
  • Monday through Friday schedule

  • Hybrid role, alternating between in-office and telecommuting

  • This durational position currently has an end date of June 30, 2025, but may be extended as warranted. Benefits and leaves for this position will be subject to the Connecticut General Statutes.
