The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking a qualified individual for the position of Behavioral Health Clinical Supervisor (PCN 25746) to join our team. This position will supervise and manage direct service programs at the Western Connecticut Mental Health Network (WCMHN) in Torrington.

POSITION HIGHLIGHTS:
  • Work Schedule: Monday - Friday
  • Work Hours: Full-time, 40 hours per week
  • Work Shift: First shift, 8:00 a.m. - 4:30 p.m.
  • On-Call: This position has on-call responsibilities.

WHAT YOU'LL BE DOING:
  • Collaborates with service providers and coordinates planning and implementation of recovery oriented, person centered and trauma sensitive services to clients in service system.
  • Regularly evaluates programmatic needs and implements changes based on identified needs.
  • Ensures compliance with policies and procedures developed within the Network, and compliance with standards established by outside monitoring agencies.  Ensures DMHAS and WCMHN program policies and missions are operationalized.
  • Participates in the recruitment, selection, orientation and retention of agency staff, monitors and evaluates work performed by staff.  Identifies staff training needs.
  • Participates in the development of policies and procedures and ensures their implementation within the agency.
  • Manages, directs and implements clinical initiatives within the Network.
  • Schedules, attends and participates in critical incident reviews, evaluating incidents and developing appropriate corrective action plans, then ensures the implementation of these plans.
  • Provides oversite to admissions and discharges to the Torrington site, contract agencies, state facilities and community hospitals.
  • Coordinates and participates in high-risk treatment planning, case conferences, etc. for service system clients.
  • Implements DMHAS initiatives and ensures staff participation.
  • Implements and evaluates education and training to agency staff and community providers relating to effective clinical treatment.
  • Collaborates with substance abuse providers to integrate substance abuse and behavioral health treatment.
  • Attends required meetings, including but not limited to Torrington Leadership, Clinical Leadership, Service System, etc...

The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS), is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.

The Western Connecticut Mental Health Network (WCMHN) was formed in 1996 by the State of Connecticut, Department of Mental Health and Addiction Services (DMHAS), in order to coordinate clinical, fiscal and administrative oversight of Region 5 contracted and state-operated mental health services. Within this service system, there are three state-operated Local Mental Health Authorities, which are located in Waterbury, Danbury and Torrington. In partnership with the Western Connecticut Mental Health Network they provide and coordinate local clinical services. Over 200 staff including psychiatrists, nurses, social workers, rehabilitation and mental health workers provide services for persons with a long-term mental illness

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Mental Health and Addiction Services and Developmental Services, this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.

EXAMPLES OF DUTIES

Manages the staff and operations of a clinical program, discipline or specialized area; coordinates, plans and manages program activities; formulates program goals and objectives; develops or assists in the development and implementation of related policy; interprets and administers pertinent laws; monitors and evaluates staff; prepares or assists in preparation of program budget; maintains contacts with individuals both within and outside of program who might impact on program activities; ensures program compliance with standards established by outside monitoring agencies; participates in grant and contract preparation and administration; manages the recruitment, selection and retention of program staff; ensures compliance with quality assurance findings and recommendations; promotes cultural diversity in workplace and ensures client rights; identifies and plans training and development needs; analyzes problems at program level and takes appropriate action; initiates workforce planning and monitors staff utilization to meet identified goals; prepares or oversees preparation of reports; investigates and responds to critical incidents; may represent program in grievances and hearings; may perform clinical duties; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles, practices and issues of behavioral health care; considerable knowledge of resources available to client population; considerable knowledge of agency policies and procedures; knowledge of behavioral health policies and systems; knowledge of recovery principles and practices; knowledge of resources available to client population; knowledge of principles and practices of public and/or health care administration; knowledge of and ability to apply management principles and techniques; knowledge of relevant state and federal laws, statutes and regulations; considerable interpersonal skills; considerable oral and written communication skills; ability to influence actions of others; ability to negotiate, mediate, and resolve conflicts; ability to analyze and synthesize information; ability to collaborate within program, department, agency, and community; ability to interpret standards, contracts and regulations.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of professional experience in Behavioral Health Care and a Master’s degree in a clinical discipline, Public Health Administration, Health Care Administration or Hospital Administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional staff.

For state employees this is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.

PREFERRED QUALIFICATIONS

  • Possess a current Connecticut License as a Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), or a Licensed Marriage and Family Therapist (LMFT)
  • Experience utilizing risk management for high risk clients
  • Experience managing a high volume of client referrals for services
  • Experience developing and implementing policies and procedures
  • Experience utilizing outcome data for service improvement and program development

SPECIAL REQUIREMENTS

Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.

Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
