This position is Monday - Friday (40 hours per week), and the schedule is to be determined based on the operational need of the unit.
The Unit is staffed with a blend of Financial and information technology (IT) professionals who provide the Department with technical support services related to Core-CT, the State’s integrated Human Resources, Payroll and Financial system.
Unit responsibilities include daily user support as well as assisting with the financial and human resources reporting needs of the Department’s Bureaus. Additional responsibilities of the team include:
- Acting as a liaison between the Department and the central Core-CT Team including coordination of user roles and system access
- Developing and conducting Core-CT user training for Department employees
- Ensuring that Core-CT policies and security procedures established by the Office of the State Comptroller are properly followed
- Providing oversight, as needed, of outside resources responsible for analyzing, modifying, and providing other technical support related to DOT-specific Core-CT functions
In addition to agency support of the Core-CT system, the unit provides support in the analysis, development, and implementation of smaller scale technical applications (such as Microsoft Office tools) that help improve efficiency and streamline various Department business processes.
DISCOVER THE OPPORTUNITY TO
- Provide customer support to agency users of the Core-CT system, through ticket system
- Coordinate analysis, evaluation, error detection, and resolution of issues with end-to-end Core-CT supply-chain data and transactions, including e-Pros, Purchase Orders and vouchers
- Test and troubleshoot data from Core-CT to ensure integrity of data and results
- Serve as a lead in performing extensive financial analysis and business analytics, especially related to maximizing agency use of all Core-CT system modules
- Coordinate with agency units as required
- Perform reconciliation of Core-CT Financials Module Commitment Control Ledger and Project Costing Ledger data, utilizing extensive analysis and problem-solving skills
- Create customized data queries utilizing Core-CT Enterprise Performance Management (EPM) and State Analytical Reporting System (STARS) modules to fulfill financial, supply-chain, inventory and project-related reporting needs of agency users
- Design external spreadsheets to process and/or transform Core-CT data exports
- Assist in developing business process improvement solutions tailored to specific requirements of agency units
- Collaborate with DOT Information Technology staff to troubleshoot user connectivity/personal computer (PC) issues
- Perform various Fiscal Year End tasks, including coordination of required action with agency end users
- Evaluate, verify, and coordinate implementation of system configurations and chartfields relative to financial requirements of the agency
- Develop and conduct DOT-specific training for all Core-CT modules
- Act as backup to the DOT Primary Core-CT Security Liaison
- May oversee and review work of lower-level fiscal staff
- Establish and maintain office procedures
- Provide staff training and assistance
- Act as an agency liaison to the Statewide Core-CT Team

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency, facility or institution this class is accountable for acting as a working supervisor over a variety of fiscal and administrative functions, including payroll oversight.
EXAMPLES OF DUTIES
Plans office work flow and determines priorities; schedules, assigns, oversees and reviews work; establishes and maintains office procedures; provides staff training and assistance; conducts or assists in conducting performance evaluations; acts as liaison with other operating units, agencies and other officials regarding policies and procedures; prepares and analyzes complex financial statements and reports and budget requests; projects expenditures and assists in financial planning; maintains fiscal controls by authorizing non-routine expenditures; manages various phases of budget process; makes recommendations on policies and standards; oversees maintenance of accounting records; utilizes EDP systems for financial records, reports, and analyses; may oversee implementation and analysis of financial and administrative EDP applications; may oversee grant and contract administration; may oversee payroll; may perform complex purchasing tasks such as preparing specifications, soliciting bids and recommending contract awards; may oversee leasing functions including negotiating contracts and space requirements; may supervise support services such as stores, inventory, security, mailroom, food service or maintenance; may supervise payroll, purchasing and/or other fiscal and administrative functions; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of principles and practices of public administration with special reference to governmental budget management, governmental accounting, and payroll ; knowledge of grants and contracts preparation and administration; knowledge of purchasing principles and procedures; some knowledge of payroll practices and procedures; considerable interpersonal skills; considerable oral and written communication skills; considerable ability in preparation and analysis of financial and statistical reports; ability to understand and apply relevant state and federal laws, statutes and regulations; ability to utilize EDP systems for financial management; some supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in a combination of fiscal administrative functions (e.g., accounting, accounts examining, budget management, grants administration, payroll, purchasing) at least one of which must be an accounting, budgeting, or payroll.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the professional working level of Fiscal/Administrative Officer, Accountant, or Payroll Officer 2.
Note: Connecticut Careers Trainee experience (target Fiscal/Administrative Officer or closely related class) is at the professional training level and is below the professional working level.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.
For State Employees experience as a Purchasing Services Officer 1 substitutes for the General and Special Experience on a year for year basis.
- Experience with enterprise resource planning (ERP) systems such as Core-CT, Oracle Cloud ERP, Microsoft Dynamics 365, or other similar system
- Experience with Microsoft Office applications
- Experience in a customer support environment
- Experience with Microsoft SharePoint environment
- Experience with Microsoft Visual Basic for Applications (VBA) coding
